It shall be unlawful for any person to own, keep or harbor upon
the resident premises of such person more than three dogs at any one
time, provided that the provisions of this section shall not be deemed
to apply to puppies not exceeding 12 weeks of age.
It shall be unlawful for any owner or person having the charge,
custody or control of any dog to permit such dog to continue to howl,
bark, yelp, growl, whine, bay or make other noises which annoy or
disturb the public while within the Village.
It shall be unlawful for any owner or person having the charge,
custody or control of any dog to accompany such dog on the public
streets, sidewalks or other public property or upon private property
not owned or under such person's control unless such owner or person
in charge, custody or control of such dog shall have possession of
a trowel, shovel or similar device and a bag or box or other similar
container for the purpose of removing any nuisance committed by such
dog.
It shall be unlawful for any person to own or have charge, custody or control of any dog which is vicious or dangerous, as defined in the definition of "vicious and dangerous animal" in §
144-2. This subsection does not apply to guard dogs maintained for security purposes, provided that such guard dog has been professionally trained for that purpose and that documentation for said training has been presented to the Village Police Chief for verification.
The owner of any dog which has bitten a human or other animal
shall immediately place and keep such dog on a leash, even though
it remains on the owner's property, and shall immediately notify the
Village of Vicksburg Police Department or Kalamazoo County Animal
Control of all facts known to the owner regarding the incident. The
owner shall keep the dog continually under secure quarantine and under
such supervision and control as may be required by the Village of
Vicksburg Police Department or Kalamazoo County Animal Control or
shall turn the dog over to the care and custody of Kalamazoo County
Animal Control for impoundment until such time as animal control and
the health department determine it is safe to release the dog, at
which time all costs for the dog's care shall be paid by the owner
to animal control.
It shall be unlawful for any person to own or harbor any dog which commits a nuisance, as deemed in the definition of "nuisance" in §
144-2.
