There are three stages in the subdivision of land. Approvals by the Village Council required by this chapter are in addition to the requirements of the Land Division Act.
All plans shall be clearly and legibly drawn at a scale of not more than 200 feet to one inch. They shall be drawn in compliance with the provisions of this chapter and include the information as specified in the following chart:

If protective covenants are proposed, a draft of these covenants to regulate land use in the subdivision and otherwise protect the proposed development shall be submitted

A. 
The proprietor shall first submit to the Village Council a preliminary subdivision plan, with the data as specified in § 285-8.
B. 
This procedure is to afford the proprietor an opportunity to receive the assistance and advice of the Council and to relate his or her subdivision to any existing official plans. Prior to the preparation and submittal of a preliminary subdivision plan, the proprietor should acquaint himself/herself with the standards, requirements and possible plans of such officials as the Village Engineer, the county health department, the school board and others having jurisdiction in this area.
C. 
The Council shall meet with the proprietor within 30 days of the filing of the preliminary subdivision plan and supporting data to discuss the submitted preliminary subdivision plan and make such suggestions as it deems fit in order that the proposed subdivision shall meet the objectives of this chapter.
D. 
At the time of submittal to the Council of the preliminary subdivision plan and supporting data, the proprietor shall not have committed himself/herself on specific lot sizes and orientations, road and other improvement locations.
