The purpose of this article is to protect the general health, safety and welfare of pedestrians shopping and/or patronizing the Central Business District within the Village.
The provisions of this article shall apply whenever a bicycle, roller skates, skateboards and roller blades are operated upon a sidewalk within the Central Business District of the Village, described as follows: The streets within the Village which shall constitute the designated business district for purposes of this article are Main Street between Washington Street and the 100 block of North Main Street; Prairie Street between Richardson Street and Michigan Avenue, and the 100 block of South Kalamazoo Avenue.

A. 
The riding of bicycles, tricycles, or other pedal-powered devices upon the sidewalks within the designated business district are prohibited.
B. 
The use of any skateboard, roller skates or roller blades within the designated business area is prohibited.
C. 
Sporting equipment.
(1) 
No person shall erect or cause to exist any sporting equipment device in the public street, alley, sidewalk, right-of-way, bicycle path, space between the property line and street curb, or public easement of any kind. "Sporting equipment," for purposes of this section, shall include, but is not limited to, basketball hoops on stands, poles or the like, whether affixed to the ground or portable; hockey nets, soccer nets, goal posts and/or nets, batting cages, or nets or walls, batting equipment; skateboard or bicycle ramps, walls, or tracks (whether fixed to the ground or portable); or any other similar device.
(2) 
Exception: May be placed on the shoulder of the circular portion only in a residential cul-de-sac.
(a) 
Shall not be placed on the paved portion of the road or street.
(b) 
Permitted only during the months of May, June, July, August, September and October.
(c) 
Shall not interfere with mail delivery.
(d) 
Shall not be within seven feet of a fire hydrant.
(3) 
A person who violates this section is responsible for a civil infraction, and the sporting equipment may be impounded by the Village.
A. 
Section 406-10 shall not apply during special events, which are specifically approved by the Village Council.
B. 
The riding of tricycles by children under the age of seven in the accompaniment of an adult shall be allowed. An adult is considered a person 18 years old or older designated as responsible for the child at the time.
The Village Chief of Police is hereby authorized to designate such signs and other devices as may be necessary to be installed to warn persons of the prohibition of riding bicycles, using roller skates, skateboards or roller blades upon the sidewalks within the designated business district.
A person who violates this article is responsible for a civil infraction and shall be fined as set forth in § 55-8. Repeat offenses under this article shall be subject to increased fines as set forth in § 55-8.
