A. 
Pursuant to the authority granted by § C-20 of the Tyrone Borough Charter and § 3-11 of the Tyrone Borough Code, there shall be created committees for the purpose of examining the need for and promoting the projects within the Borough of Tyrone.
B. 
The name of the committee established herein shall be the "Tyrone Borough Projects Committee" (hereinafter "Committee").
A. 
The membership of the Committee shall consist of a minimum of five members and a maximum of seven members, appointed by resolution passed by the Tyrone Borough Council.
B. 
Members shall be residents of the Borough of Tyrone and must maintain such residency throughout their tenure on the Committee.
C. 
At no time shall the membership of the Committee consist of no less than one or no more than four members of Borough Council.
D. 
The members of the Committee shall elect a chair from among the membership to conduct the meetings of the Committee and report to Borough Council.
E. 
The members of the Committee shall serve at the pleasure of Borough Council and shall not acquire a right to continued membership by virtue of their appointment.
It shall be the duty of the Committee to receive public input and propose the construction of projects in Tyrone Borough, including, but not limited to, the following:
A. 
Investigating and identifying the need for new infrastructure projects in the Borough and/or examining the feasibility of projects proposed by outside agencies.
B. 
Receiving public input on projects proposed by the Committee or assigned to it by Borough Council.
C. 
Recommending to Borough Council specific projects within the Borough, including, but not limited to:
(1) 
Construction of an anaerobic digester;
(2) 
Construction/reconstruction of water/sewer lines;
(3) 
Construction/reconstruction of streets and alleys; and
(4) 
Any other public improvement.
D. 
Meeting with consultants to hear proposals for the construction of infrastructure projects in the Borough and reporting the results of such meetings to Council.
E. 
To review annually the budget for the planning, development, operation, maintenance, and capital improvements of Borough-owned/ -operated infrastructure and facilities, and to make recommendations to the Borough Council concerning such budget.
F. 
To act as a research and fact-finding agency for the Borough Council, and in the conduct thereof to hold public meetings from time to time for the purpose of reviewing infrastructure projects, and to make such surveys, analyses, studies, and reports as may be necessary and appropriate.
G. 
To hear complaints and mediate disputes concerning infrastructure projects.
H. 
To report to Borough Council from time to time, or as requested by Council, on the activities of the Committee and the status of any projects initiated by the Committee or assigned to it by Council.
I. 
To maintain minutes of all meetings held by the Committee and provide a copy of the same to Borough Council.
All rules and regulations established by the Committee shall be approved by motion of Council.
