GENERAL REFERENCES
Parks and recreation areas — See Ch. 140.
A. 
Pursuant to the authority granted by § C-20 of the Tyrone Borough Charter and § 3-11 of the Tyrone Borough Code, there shall be created a committee for the purpose of promoting recreational activities within the Borough of Tyrone.
B. 
The name of the committee established herein shall be the "Tyrone Borough Recreation Committee" (hereinafter "Committee").
A. 
The membership of the Committee shall consist of a minimum of five members and a maximum of seven members appointed by resolution passed by the Tyrone Borough Council.
B. 
Members shall be residents of the Borough of Tyrone and must maintain such residency throughout their tenure on the Committee.
C. 
At no time shall the membership of the Committee consist of no less than one or no more than four members of Borough Council.
D. 
The members of the Committee shall elect a chair from among the membership to conduct the meetings of the Committee and report to Borough Council.
E. 
The members of the Committee shall serve at the pleasure of Borough Council and shall not acquire a right to continued membership by virtue of their appointment.
It shall be the duty of the Committee to receive public input and initiate the creation of recreational activities to take place in Tyrone Borough, including, but not limited to, the following:
A. 
The promotion, creation and operation of sports leagues, recreational tournaments and events and other similar activities.
B. 
The creation and adoption of rules and regulations applicable to events sponsored by the Committee.
C. 
Recommending to Borough Council the creation and equipping of recreational facilities within the Borough.
D. 
To make recommendations to the Borough Council with respect to the creation, implementation and modification of a comprehensive recreation plan.
E. 
To review annually the budget for the planning, development, operation, maintenance, and capital improvements of parks and recreation facilities, and to make recommendations to the Borough Council concerning such budget.
F. 
To act as a research and fact-finding agency for the Borough, and in the conduct thereof to hold public meetings from time to time for the purpose of reviewing recreation programs, and to make such surveys, analyses, studies, and reports as may be necessary and appropriate.
G. 
To hear complaints and mediate disputes concerning parks and recreation facilities.
H. 
To formulate a recreational program for the residents of the Borough for the utilization of available parks, playgrounds, and recreational facilities, and to review such program annually.
I. 
To report to Borough Council from time to time, or as requested by Council, on the activities of the Committee and the status of any projects initiated by the Committee or assigned to it by Council.
J. 
To maintain minutes of all meetings held by the Committee and provide a copy of the same to Borough Council.
All rules and regulations established by the Committee shall be approved by motion of Council.
