The issuance of licenses for the conduct of raffles within the
municipality, in accordance with N.J.S.A. 5:8-51 and in accordance
with the rules and regulations duly adopted from time to time by the
Legalized Games of Chance Control Commission, is hereby authorized
within the municipality. All licenses shall be issued by the governing
body pursuant to such rules and regulations as it may, from time to
time, adopt by resolution for application and approval. No licenses
shall be issued herein except to those religious, charitable and civic
organizations specifically authorized by N.J.S.A. 5:&51, and when
the entire net proceeds of such games of chance are to be devoted
solely to educational, charitable, patriotic, religious or other public-spirted
uses.
