[Adopted 12-15-2009 by Ord. No. 1054 as Title 8, Ch. 3, of the 2009 Code of Ordinances]
The provisions of the Wisconsin Administrative Code, Chapters SPS 381, SPS 382 and SPS 383, relating to plumbing and plumbers, are hereby adopted and made a part of this article and shall apply to all plumbing, drainage and drain laying in the City.
For the purpose of this article, the following terms shall have the meaning indicated:
PLUMBING
A. 
As is stated in § 145.01(10)(a), Wisconsin Statutes.
B. 
The construction, connection to or alteration of any drain, soil or waste pipe to carry domestic sewage, stormwater or industrial waste from a point three feet outside of the foundation walls of any building to the sewer lateral at the curb or other disposal terminal including the private sewage disposal or treatment plant. This definition does not include minor repairs to faucets and the removal of stoppages in soil or waste pipes.
C. 
As defined in the State Plumbing Code and as set forth below. In the event of any difference, the State Plumbing Code shall be controlling:
(1) 
MASTER PLUMBERAny person skilled in the planning, supervision and installation of plumbing and related equipment and materials, and is familiar with laws, rules and regulations controlling same and shall have had a minimum of three years' experience as a journeyman plumber.
(2) 
JOURNEYMAN PLUMBERAny person other than a master plumber engaged in the installation, maintenance, and repair of plumbing and related equipment under the supervision of a licensed master plumber.
(3) 
APPRENTICEAny person other than a master or journeyman plumber who is engaged in learning and assisting in the installation of plumbing and related equipment.
A. 
Duties of Plumbing Supervisor. The Plumbing Supervisor shall enforce all of the provisions of this article. He shall prepare suitable forms for applications, permits and other reports. He shall perform such duties as are provided for in § 145.05(1), Wis. Stats., and shall make monthly and annual reports to the City Manager.
B. 
Authority of Plumbing Supervisor, inspection of premises. The Plumbing Supervisor may enter all buildings in the City in the performance of his duties between 8:00 a.m. and 5:00 p.m. daily.
A. 
Permit required. No plumbing shall be installed in the City without first filing an application and receiving a permit. Each application must be approved by the Plumbing Supervisor before a permit to install plumbing may be issued. Licensed master plumbers only may receive such permits, with the exception that a permit may be issued to a property owner to install plumbing in a single-family residence which is owned and occupied by such owner as his home.
B. 
Schedule of permit fees. The Common Council shall, from time to time, by resolution, adopt a schedule of fees which shall govern issuance of any permit issued pursuant to this article.
C. 
Withholding permits. The Plumbing Supervisor is authorized to withhold approval of an application for a plumbing permit to any person who has not complied with a lawful order of the Plumbing Supervisor. The person refused such a permit may appeal within 10 days to the City Council.
It shall be the duty of the plumber in charge to notify the Plumbing Supervisor whenever any work is ready for inspection (i.e., soil, vent, underground drain, final inspection). All plumbing work shall be left exposed until such time as the Supervisor has completed his examination and inspection. When in the opinion of the Supervisor a test is necessary, he may require a water or air test on any part of the entire installation.
A street opening permit must be applied for and received in accordance with Chapter 573, Streets and Sidewalks, Article VIII, Excavations, of this Code, before excavation in any street, alley or other public way to repair, alter or install plumbing.
A. 
Handling water mains and service in sewer or other trenches. When excavating machines are used in digging sewers, all water mains shall be maintained at the expense of the contractor. Contractors must ascertain for themselves the existence and location of all water service pipes. Where water service pipes are removed, cut or damaged in the construction of a sewer, the contractor must at his own expense cause them to be replaced or repaired at once and must not shut off the water service from any consumer for a period exceeding six hours.
B. 
Settling mains or service trenches. Trenches in street shall be refilled with moist, damp earth or by means of water tamping. When water tamping is used, the water shall be turned into the trench after the first 12 inches of backfill has been placed, and then the trench shall be kept flooded until the remainder of the backfill has been put in.
C. 
Laying water service pipes. Plumbers shall not connect two water services to one tap but each building must have one distinct and separate tap and water service pipe laid not less than six feet below the surface after the street is brought to grade. Each water service must be provided with a stop cock and metal extension box outside of the premises connected with the same. Supply pipes shall not be laid across and connecting adjoining premises whether owned by the same or different parties. Every water service pipe where it enters a cellar shall be furnished with a stop and waste cock so situated below the action of frost that the water can be completely shut off and drained from the pipes when necessary to prevent freezing.
D. 
All water pipes laid underground shall be of type K copper tubing, type C, cast iron water pipe or other approved materials.

E. 
Turning on water. Water may not be turned on for a consumer except by the Director of Public Works or a duly authorized employee of the City Water Department. When a plumber has completed a job, he must leave the water turned off. This provision shall not prevent the testing of plumbing or drain-laying work.

Any person who shall violate any provision of this article shall be subject to the penalty provided in § 1-19 of this Code. Each violation and each day a violation continues or occurs shall constitute a separate offense. This section shall not preclude the City from maintaining any appropriate action to prevent or remove a violation of this article.
