A. Materials and supplies for the construction of extension of required
or requested public improvements for the extension or provision of
utilities, including water, wastewater, and electric services, shall
be provided by the City, and the cost of same shall be paid by the
developer, or in the event there is no developer, by the owner of
the property benefitting from the extension of services.
B. As to water line extensions or construction, the cost of materials
and construction shall be paid by the developer, or in the event there
is no developer, by the owner of the property benefitting from the
extension of services.

As to all utility improvements (construction, maintenance, installation,
development and repair) as to all utilities (water, wastewater, electric),
the developer or contractor will use materials provided by or approved
by the City of California. The decision as to whether the materials
will be provided by the City, or purchased by the developer and approved
by the City, is a decision in the sole discretion of the City. In
the event the City provides the materials and same are purchased by
the developer and utilized in the construction, maintenance, installation
or repair, the developer will make payment of the cost for same to
the City within thirty (30) days of purchase. If not paid by the developer,
the cost and any fees, interest, or penalties, will be paid by the
owner of the property benefitting from the use of the materials. There
will be assessed a late fee of ten percent (10%) of the balance due
if same is not paid within thirty (30) days of purchase. If the charge
for the materials and supplies is not paid within sixty (60) days
of purchase, the utilities for the property benefitting from the improvements
(maintenance, extension, construction installation, development or
repair) shall be disconnected for non-payment of a debt owed to the
City.
