This Article establishes minimum regulations governing the design,
construction, alteration, enlargement, repair, demolition, removal,
maintenance and use of all buildings and structures; providing for
the issuance of permits, collection of fees, making of inspections;
providing penalties for the violation thereof; known as "The Building
Code."

The following Building Codes, properly identified as to date and source, are hereby referred to, adopted by the City of Camdenton, Missouri, and made part of this Chapter as if fully set out, with the additions, insertions, deletions and changes, if any, prescribed in Section
500.030, for the control of buildings and structures as herein provided. At least one (1) copy of such code, portion or amendment which is incorporated or adopted by reference shall be filed in the office of the City Clerk and there kept available for public use, inspection, and examination. The filing requirements herein prescribed shall not be deemed to be complied with unless the required copies of such codes, portion, or amendment or public record are filed with the City Clerk for a period of ninety (90) days prior to the adoption of this Article.

A. For any violations of any of the codes adopted by Section
500.020, or any rule, regulation, notice, condition, term or order promulgated by any officer or agency of the City under authority duly vested in him/her by said codes, the violator, upon conviction, shall be punished by a fine of not less than one hundred dollars ($100.00) or not exceeding five hundred dollars ($500.00) or by imprisonment in the City or County Jail not exceeding ninety (90) days, or by both such fine and imprisonment. Every day any violation shall continue shall constitute a separate offense.
B. Whenever any act is prohibited by the codes adopted by Section
500.020, by any amendment thereof, or by any rule or regulation adopted thereunder, such prohibition shall extend to and include the causing, securing, aiding, or abetting of another person to do said act. Whenever any act is prohibited by the code adopted hereby, an attempt to do the act is likewise prohibited.
C. Equitable Relief. In addition to any other remedies or penalties established for violations the codes adopted by Section
500.020, or any rule, regulation, notice, condition, term or order promulgated by any officer or agency of the City under duly vested in him/her by said codes, the City Official responsible for the enforcement of the code, rule, regulation, notice, condition, term or order may, on behalf of the City and approval by the Board of Aldermen, apply to a court of competent jurisdiction for such legal or equitable relief as may be necessary to enforce compliance with the code or rule, regulation, notice, condition, term or order. In such action the court may grant such legal or equitable relief, including, but not limited to, mandatory or prohibitory injunctive relief, as the facts may warrant. Upon the successful prosecution of any such action the City may be awarded by the court reasonable attorney fees as allowed by law.

A. The International Building Code, 2018, is hereby revised:

Section 107.1. Delete text in its entirety and insert: Section
107.1 General. Construction documents, statement of special inspections
and other data shall be submitted in three (3) paper sets plus one
(1) set on disk as a PDF file, including a code summary sheet, statement
of special inspections, geotechnical report, civil, foundation, structural,
electrical, mechanical, plumbing, accessibility and fire suppression
(if required by occupancy group) with each permit application. The
construction documents shall be prepared by a registered design professional.
Where special conditions exist, the building official is authorized
to require additional construction documents to be prepared by a registered
design professional.
Exceptions:
a.
A registered design professional is not required for a single-family
dwelling, a town house, a multiple-family dwelling house, flat or
apartment containing not more than two (2) families, a commercial
structure containing less than twenty thousand (20,000) cubic feet
or a structure used exclusively for farm purposes.
b.
The building official is authorized to waive the submission
of construction documents and other data not required to be prepared
by a registered design professional if it is found that the nature
of the work applied for is such that review of construction documents
is not necessary to obtain compliance with this code.
4.
Section 308.4.1. Five (5) or fewer persons receiving care. Delete
text: ". . . or shall comply with the International Residential Code
provided an automatic sprinkler system is installed in accordance
with Section 903.3.1.3 or with Section P2904 of the International
Residential Code."
5.
Chapter 13 Energy Efficiency. Delete in its entirety.
6.
Section 1612.3 Establishment of flood hazard areas. Insert:

Table R302.6 Dwelling-Garage Separation. Delete in its entirety.
Insert. Five-eighths (5/8) inch 'X' type drywall shall be
installed on all walls and ceilings of attached garages. Attic access
scuttle-holes shall be protected with similar materials. Drop down
attic access ladders shall maintain this separation by being approved
for a thirty (30) minute fire-separation.
6.
Section R303.4 Mechanical Ventilation. Delete text in its entirety
and insert: In dwellings of unusually tight construction such as the
use of insulated concrete forms or structural insulated panels, the
dwelling shall be provided with whole-house ventilation in accordance
with M1505.4.
7.
Section R310 Emergency Escape And Rescue Openings Addition:
Section R310.1.2 Closets: Any of the rooms i.e., den, office, exercise
room, library, bonus room shall have an egress window and a smoke
detector. Exception: Any of the rooms, i.e., den, office, exercise
room, library, bonus room that does not have an egress window shall
not be allowed to have any type of closet or alcove, but still shall
have a smoke detector.
8.
Section R313.1 Town house automatic fire sprinkler systems.
Delete: ". . .shall be installed in town houses." Insert: ". . .may
be installed in town houses per State of Missouri, Section 67.281,
RSMo."
9.
Section R313.2 One- and two-family dwellings automatic fire
systems. Delete: ". . . shall be installed in one- and two-family
dwellings." Insert: ". . .may be installed in one- and two-family
dwellings per State of Missouri, Section 67.281, RSMo."
10.
Addition: Section R313.3 Mandatory Option. All builders, developers,
owners and speculators of one- or two-family dwellings or townhouses
shall, per Section 67.281, RSMo., offer to any purchaser on or before
the time of entering into the purchase contract the option, at the
purchaser's cost, to install or equip fire sprinklers in the
dwelling or townhouse per the current adopted Edition of the International
Residential Code.
11.
Section R314.3 Location. Addition: Section R314.3(5). "Immediate
vicinity" shall be defined as within twenty-one (21) feet of the door
or door opening per NFPA 72 29.8.1.1 (2019).
12.
Chapter 11 Energy Efficiency. Delete in its entirety and insert:
Chapter 11 Energy Efficiency of the 2006 International Residential
Code.
13.
Section M1306.1 Appliance clearance. Addition: M1306.1.1 Fuel-gas
firebox. The firebox walls and ceiling of fuel-gas appliances shall
be lined with five-eighths (5/8) inch X type drywall. Seams shall
be tight or shall be sealed with tape and joint compound or approved
fire caulking.
14.
Section M1306.3 Solid-fuel appliances. Addition: M1306.2.3.1
Solid-fuel firebox and shaft. The fire box walls and chimney/flue
shaft shall be lined with five-eighths (5/8) inch X type drywall to
the height of the roof sheathing/deck. Seams shall be tight or shall
be sealed with tape and joint compound or approved fire caulking.
15.
Section M1502.4.2 Duct Installation. Delete text in its entirety
and insert: Exhaust ducts shall be supported at intervals not to exceed
four (4) feet and shall be secured in place. The insert end of the
duct shall extend into the adjoining duct or fitting in the direction
of airflow. Exhaust duct joints shall be sealed with welds, gaskets,
mastics, sealants or tapes.
16.
Section P2603.5.1 Sewer depth. Insert: twelve (12) inches.
17.
Section P2604.5 Addition: All new or replacement non-metallic
sewer lines or water service piping shall be required to be marked
with a #12 AWG insulated solid copper THHN wire placed in the trench
with the piping material per Section 319.033, RSMo.
18.
Section E3601.6.2 Service disconnect location. Delete in its
entirety and insert: The service disconnecting means shall be installed
at a readily accessible location outside of every building and structure.
Building or structure remodels will require an outside disconnect
as set forth in this text unless the code official or his/her designee
exempts it from the requirement. Each occupant shall have access to
the disconnect serving the building, structure or space they occupy.
C. The International Property Maintenance Code, 2018, is hereby revised:

of forty-two (42) inches above finished grade or surface.
