No person shall take any action or do to cause to be done anything
in violation of any rule or regulation of ALCOSAN.
The pretreatment regulations of the Allegheny County Sanitary
Authority are incorporated in this article by reference as though
fully set forth herein.
Installation of sanitary sewers and appurtenances shall be in
accordance with the regulations of the Pennsylvania Department of
Environmental Protection and the Allegheny County Plumbing Department,
subject to the approval of the Municipal Engineer.
The minimum diameter of public sanitary sewers shall be eight
inches and the minimum grade shall be 1.0%.
Wyes shall be installed in the public sanitary sewer to serve
each parcel of land and/or structure.
Storm and sanitary sewers shall be designed in accordance with
the municipal construction standards attached hereto as Exhibit 1. Storm sewer systems shall be designed and constructed
consistent with standard engineering practices.
A. Storm sewer systems shall be designed and constructed consistent

B. Sanitary sewer systems shall be designed consistent with standard
engineering practices.
C. Sewers shall be designed more practical to traverse under seeded
and planted areas. Sewers constructed within 10 feet of road paving,
walks or other surfaced areas shall have a maximum compaction of backfill
to prevent sediment.
D. Sewers shall be installed after excavating and filling in the area
to be traversed as completed, unless the sewer is installed in the
original ground with a minimum of three-foot cover and/or adequate
protection during the fill construction.
E. Sewers shall be designed with anchors when gradient exceeds 20% and
with special backfill requirements when traversing under a paved area.
F. Sewer pipe, trenching, bedding and backfilling requirements shall
conform to the requirements of the municipal construction standards, and to applicable requirements of the Pennsylvania Department
of Transportation specifications, Form 408, with all revisions thereto.
G. Storm inlets and structure shall be designed to accommodate expected
stormwater peak flow and shall be consistent with the municipal construction
standards.
H. Tops of manholes shall be at finished grade and conform to the slope
of finished grade.
I. End walls or discharge points shall be located to discharge into
existing streams or watercourses. End walls shall be of a design approved
by the Borough. All necessary precautions, including legal counseling,
shall be taken with respect to discharge where private property may
be violated.
J. Where stream encroachments are to be made, the developer shall review
said project with the Pennsylvania Department of Environmental Protection
and have its approval (where applicable) and shall submit a certified
copy of said department's approval to the Borough before final
approval of the Borough.
The Borough Secretary is hereby empowered to make reasonable
rules and regulations for the operation and enforcement of this article.
Nothing in this article shall limit in any fashion whatsoever
the Borough's right to enforce its ordinances or the laws of
the commonwealth. Nothing in this article shall be a defense to any
citation issued by any municipal corporation or the commonwealth pursuant
to any other law or ordinance.
Any person who shall fail, neglect or refuse to comply with
any of the terms or provisions of this article, upon conviction before
any Magisterial District Judge, shall be sentenced to pay a fine of
$500 and, in default of payment, to imprisonment for a term not to
exceed 30 days.
It is the express intent of the Borough that the provisions
of this article are severable. If any section, subsection, sentence,
clause, or phrase of this article shall be held to be illegal, invalid,
or unconstitutional, the remaining provisions shall not be affected
or impaired.
The effective date of this article shall be June 3, 2010.
