The Superintendent of Public Works and Utilities, herein referred
to as the Superintendent, shall be appointed by the Mayor with the
consent and approval of the Board of Aldermen.

The Superintendent shall have general supervision of, and be
responsible for, all public works, and the construction, improvement,
repair, and maintenance thereof, and of all employees of the City
engaged therein, and, with the consent and approval of the Board of
Aldermen, may discharge any such employee.

The Superintendent shall have general supervision of, and be
responsible for the operation, repair, and maintenance of the City
waterworks system, and of all employees of the City engaged therein,
and may, with the consent and approval of the Board of Aldermen, discharge
any such employee.

The Superintendent shall have authority to employ laborers or
other assistants at a daily wage, and to discharge them; provided,
that he/she shall discharge any such employee when ordered to do so
by the Board of Aldermen.

Whenever the City Engineer is vacant, the Superintendent will
perform all the duties of that office which he/she is capable of performing.

The Superintendent shall attend the regular meetings of the
Board of Aldermen and such special meetings as the Mayor or Board
of Aldermen may require. He/she shall make recommendations and suggestions
to the Board of Aldermen for the improvement and increase efficiency
or economy of any facility under his/her supervision, and shall make
such other reports as the said Board may regularly, or from time to
time, require.

The Superintendent shall have custody of all equipment, tools,
materials, and supplies owned by, or in possession of, the City, except
office equipment and supplies, and shall be responsible for the maintenance
and safekeeping of such equipment and materials, and shall annually,
and at such other times as the Board of Aldermen may require, furnish
a written report to said Board of all such equipment, tools, materials,
and supplies, giving an account of the variances between such report
and the next preceding such report.

The compensation of the Superintendent of Public Works and Utilities
shall be fixed by the Board of Aldermen at the time of his/her appointment.
