It shall be unlawful to store or keep in any storeroom, wareroom,
building or any premises within the corporate limits any of the following
explosives in any quantity: liquid nitroglycerin, high explosives
containing over sixty percent (60%) of the nitroglycerin (except gelatin
dynamite); high explosives having an unsatisfactory absorbent or one
(1) that permits leakage of nitroglycerin under any conditions liable
to exist during transportation or storage; nitrocellulose in a dry
condition, in quantity greater than ten (10) pounds in an exterior
package; fulminate of mercury in bulk in a dry condition, and fulminate
of all other metals in any condition except as a component of a manufactured
article; or explosives containing an ammonium salt and a chlorate.

One (1) portable magazine kept securely locked and conspicuously
marked "Magazine — Explosives," containing not more
than fifty (50) pounds of permissible explosives may be allowed in
a building not occupied as a dwelling or place of public assembly,
if placed on wheels and located not more than ten (10) feet from,
on the same floor with and directly opposite to the entrance on the
floor nearest the street level, and one (1) similar portable magazine
containing not more than five thousand (5,000) blasting caps, may
be allowed if placed on wheels and located on the floor nearest the
street level. Blasting caps or detonators of any kind shall not be
kept in the same magazine with other explosives.

Any person who stores or sells explosives shall obtain a permit
annually from the District Fire Chief (or other designated official)
who shall inspect the place where the same is kept.
