The City shall own and operate its own waterworks system. Said
waterworks system shall consist of all dams, pumps, walls, reservoirs,
storage tanks, pipelines, water treatment plant, and all appurtenances
thereto, and such other equipment as is necessary to properly and
efficiently furnish to the consumers of the City an ample water supply.

The City shall set up and maintain such fire hydrants over the
City as shall be adequate to afford ample fire protection.
