All ordinances of the City, regardless of the date of their
enactment, shall be construed to extend over and apply to all waterworks
property lying outside the corporate limits, including the reservoir,
the buildings and appurtenances of said waterworks property and the
pipelines thereof, as fully as if said property were located within
the corporate limits of the City, and as fully as though a provision
were contained in such ordinance making them extend to and over and
apply to said property, unless otherwise provided in said ordinance,
and all police, whether regular or special, shall have the same powers
and exercise the same duties on said property and in connection therewith
as is given or imposed upon them by the laws of the State, and the
ordinances of the City within the corporate limits of the City.
