A. 
This chapter is adopted and enacted to establish a uniform system of property, dwelling, and building address numbering within the Borough of Oakdale to provide an accurate address database pursuant to the Borough's participation in the Pennsylvania and Allegheny County enhanced 9-1-1 Emergency Communication System.
B. 
The Council of the Borough of Oakdale, in furtherance of the general welfare of its citizens, does hereby establish a uniform system of posting and displaying of address identification numbering in order that property, dwelling, and building addresses within the Borough may be easily located in emergency situations.
The general standards herein set forth shall be applied within 90 days after notification by the Borough. Within such time, the owners and/or occupants of each property, dwelling, and building shall post the address identification number assigned by the Borough.
A. 
Size. The minimum size of any identification number which is attached to a building, residence, or mobile home is four inches in height. The minimum size of an identification number which is attached to a United States postal mailbox is one inch in height.
B. 
Color. The color of the identification numbers must be such that it is clearly visible as it relates to the background color upon which it is attached.
C. 
Posting.
(1) 
Every building, residence, or mobile home must have the identification number posted on its United States postal mailbox if such a mailbox is utilized and located directly in front of the residence, building, or mobile home.
(2) 
Any residence, building, or mobile home that does not utilize a United States postal mailbox that is located directly in front of the residence must place an identification number directly on the residence, building, or mobile home in a conspicuous place.
(3) 
All residents and owners are encouraged to use both locations described above to clearly mark their residence, building, or mobile home.
(4) 
All identification numbers must be clearly visible from the street or road which provides public access to the premises and cannot be obstructed by vegetation, trees, or any other object.
(5) 
If any residence, building, or mobile home would not be visible from the street or road and does not utilize a United States postal mailbox, it would be mandatory to use an address sign on post, rod, or masonry pillar visible from the street or road.
The Borough Council or its nominee is hereby authorized to give written notice by personal service to the owner or occupant of any premises not in conformance with this chapter. Such written notice shall advise the owner or occupant of the provisions of this chapter and set forth the violation that exists. The violator shall be given 15 days after the issuance of such written notice to conform to the requirements of this chapter. In the event any owner, owners, or occupants shall fail to comply with such notice within the period of time stated herein, the Borough may post an identification number on the premises and collect the cost thereof together with any additional penalty authorized by law provided by this chapter.
Upon the determination of a violation by the Magisterial District Judge in a civil enforcement proceeding commenced by the Borough, any owner or occupant who willfully violates any of the provisions of this chapter shall pay a judgment fine of not more than $500. Each day of violation shall be considered a separate and distinct offense. All judgments, costs and reasonable attorney fees collected for the violation of this chapter shall be paid over to the municipality whose chapter has been violated.
In the event that any section, paragraph, sentence, clause, or phrase of this chapter be declared unconstitutional or invalid for any reason, the remainder of such ordinance shall not be invalidated by such action.
