A. 
The owner of every animal shall be responsible for the immediate removal of any excreta or other animal waste or refuse deposited by his or her animal (i.e., any dog, cat or other domesticated animal) on any public or private property including public walks or recreational facilities.
B. 
Excreta or other animal waste or refuse may be deposited in trash, refuse or garbage receptacles only if such waste and refuse is placed in a tightly sealed plastic bag or other similar airtight and fly-proof container.
The provisions of this article shall not apply to a guide dog accompanying any blind person or to an animal used to assist any other physically handicapped person.
Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not less than $10 nor more than $600, plus costs.
