There shall be a Department of Public Buildings which shall
be responsible for the oversight, maintenance, construction of, and
improvements to all City buildings, including school buildings.
The Department of Public Buildings shall be headed by a Commissioner
of Public Buildings who shall be appointed by and shall be responsible
to the Mayor. The Commissioner of Public Buildings shall serve at
the pleasure of the Mayor, coterminous with the Mayor's term of office.
The Commissioner of Public Buildings shall be a person especially
fitted by education, experience and training to perform the duties
of the office. The Commissioner of Public Buildings shall be responsible
for the supervision and coordination of all activities of the Department
of Public Buildings in accordance with state statutes, City ordinances,
and rules and regulations.
