It is hereby intended to establish a 911 Department and to create the position of 911 Administrator in said 911 Department, as unclassified, pursuant to § 35, Subdivision (e), of the Civil Service Law, which Administrator shall be appointed by and under the supervision of the Cayuga County Legislature. In order to accomplish the same, it is necessary to supersede and repeal Resolution No. 410-04.

The Cayuga County Legislature, in order to provide for the protection of the health, safety and welfare of persons in Cayuga County, finds it in the public interest to create a 911 Department. The 911 Department is to report to the Cayuga County Legislature and is under the oversight of Judicial and Public Safety Committee.
A. 
The said 911 Administrator shall be vested with authority, direction and control over the 911 Department and shall have power and authority to appoint and remove employees therein pursuant to said § 35, Subdivision (e), of the Civil Service Law.
B. 
The 911 Administrator shall be appointed by and directly responsible to the County Legislature and shall serve at the pleasure of said Legislature.
C. 
The setting of compensation for the 911 Administrator, and whatever else is necessary in order to accomplish the intent of this article, shall be fixed by the County Legislature by resolution.
A. 
The 911 Administrator, as head of the Department, shall:
(1) 
Comply with all laws, rules and regulations pertaining to the operation of said Department and perform all of the functions, powers and duties imposed by law governing its operations.
(2) 
Appoint such employees as are authorized by the Judicial and Public Safety Committee and the County Legislature for the efficient performance of the operation of the 911 Department and prescribe their duties; and, for cause stated in writing after an opportunity to be heard, discharge such employee at his discretion and with the consent of the Judicial and Public Safety Committee.

(3) 
Cause proper accounts and records of the 911 Department operations to be kept regularly from day to day, in books and records provided for that purpose; and shall see that such accounts and records are correctly made up for the annual report to the Judicial and Public Safety Committee and County Legislature.
(4) 
Coordinates the recommendations made by County and local government agencies, staff, and outside vendors for the installation and operation and maintenance of the system.
(5) 
Supervises the implementation of operating procedures for the 911 system.
(6) 
Prepares verbal and written reports requested by the Legislature and cooperates with local government bodies concerning the program.
(7) 
Prepares the annual operating and capital budget requests for the 911 system.
(8) 
Assists in resolution of problems that develop between the public users and 911 operations.
(9) 
Prepares information about the program for public dissemination.
(10) 
Promotes and coordinates cooperation among the user agencies;.
(11) 
Supervises the maintenance of the 911 Center's databases, including insertions, deletions, corrections and modifications.

(12) 
Oversees maintenance of telecommunications equipment and directly related accessories necessary to process 911 telephone calls.
(13) 
Prepares service contracts for legislative review and monitors them for compliance and performance.
(14) 
Interfaces with the City of Auburn and local town, planning and zoning boards, as required, to maintain the established residence and business address system.
(15) 
Coordinates with franchise telephone companies and telecommunications equipment vendors to ensure continuity of service.
(16) 
Cooperates with local, state, and County police, fire, and EMS departments and agencies to establish and maintain correct boundary information used to develop emergency service zones.
(17) 
Interfaces with local and regional USPS offices to coordinate and maintain address systems.
(18) 
Maintains a file of road names and number ranges, along with community name and emergency service zone boundary information.
(19) 
Develops system failure and backup plans to mitigate the effects of a total or partial system failure.
(20) 
Coordinates the training of public safety telecommunicators/dispatchers relative to the operation of 911 telecommunications equipment and familiarization of associated systems.
(21) 
Analyzes the use of the 911 system and conducts public education programs in schools, civil, and community centers, and other media outlets to promote the proper use of the 911 system.
(22) 
Coordinates the development of long range plans for improvement of the 911 system.
(23) 
Assists the County in negotiating and resolving technical conflicts that may arise between system users related to the operation of the 911 Center.

(24) 
Supervises all personnel under his/her command.
(25) 
Develops and recommends staffing levels and structure.
(26) 
Administers personnel functions including hiring, scheduling, performance evaluations, counseling, and discipline.
(27) 
Actively participates in the receiving of emergency calls and dispatching emergency calls when the need arises.
B. 
The within delegation of powers and duties shall be expressly subject to all civil service laws, regulations, local laws or other provisions of law.
The County Legislature shall, in selecting a 911 Administrator, first appoint a special advisory committee on qualifications. This committee shall consist of the Legislative Chair, Majority Leader, Minority Leader, the Judicial and Public Safety Chair, Ways and Means Committee Chair, and the Chair of the Civil Service Commission. This committee shall interview and assess the qualifications of all new applicants for the position, and shall make recommendations to the County Legislature with regard to the qualifications of all applicants.
If any clause, sentence, paragraph, section or part of this article shall be adjudged by any court of competent jurisdiction to be invalid, such judgment, decree or order shall not affect, impair or invalidate the remainder thereof, but shall be confined in its operation to the clause, sentence, paragraph, subdivision, section or part thereof directly involved in the controversy in which such judgment, decree or order shall have been rendered and the remainder of this article shall not be affected thereby and shall remain in full force and effect.
