It is hereby intended to establish a 911 Department and to create
the position of 911 Administrator in said 911 Department, as unclassified,
pursuant to § 35, Subdivision (e), of the Civil Service
Law, which Administrator shall be appointed by and under the supervision
of the Cayuga County Legislature. In order to accomplish the same,
it is necessary to supersede and repeal Resolution No. 410-04.

The Cayuga County Legislature, in order to provide for the protection
of the health, safety and welfare of persons in Cayuga County, finds
it in the public interest to create a 911 Department. The 911 Department
is to report to the Cayuga County Legislature and is under the oversight
of Judicial and Public Safety Committee.
The County Legislature shall, in selecting a 911 Administrator,
first appoint a special advisory committee on qualifications. This
committee shall consist of the Legislative Chair, Majority Leader,
Minority Leader, the Judicial and Public Safety Chair, Ways and Means
Committee Chair, and the Chair of the Civil Service Commission. This
committee shall interview and assess the qualifications of all new
applicants for the position, and shall make recommendations to the
County Legislature with regard to the qualifications of all applicants.
If any clause, sentence, paragraph, section or part of this
article shall be adjudged by any court of competent jurisdiction to
be invalid, such judgment, decree or order shall not affect, impair
or invalidate the remainder thereof, but shall be confined in its
operation to the clause, sentence, paragraph, subdivision, section
or part thereof directly involved in the controversy in which such
judgment, decree or order shall have been rendered and the remainder
of this article shall not be affected thereby and shall remain in
full force and effect.
