The Board acts pursuant to its powers as set forth in Ch. 30 of the Wisconsin Statutes, including § 30.81, following public comments, further acting under its village powers and as a landowner.
A. 
The Board finds that Shawano Lake has a number of boat landing sites maintained by the Town, that nearby municipalities have imposed a launching fee, including the City of Shawano, Town of Washington, Village of Cecil and Shawano County at its park site in the Town, have heard comments that the pressure on Town landings has increased since the fee was imposed in nearby access sites. The Town has contributed toward some lake management costs in the past, with a significant portion of valuation being tied to shoreline development areas. Funds raised will be kept in a segregated fund for buoys and maintenance of docks by working with the local association and landing maintenance by the Town.
B. 
The Board finds that Loon Lake has a management district, and representatives of the district have informed the Town Board of increased use concerns since Shawano Lake has launching fees, and the desire for revenue to help finance lake improvements.

No person shall launch or dock any watercraft at a fee site named or allow his vehicle or boat trailer to be so used without possessing a timely, valid daily or annual permit. Those issued an annual permit will receive a sticker for attachment to the tongue of a boat trailer used, or if no trailer is used, to the motor vehicle used in a prominent windshield location near the rear view mirror. A marina making regular launchings or landings will attach said sticker either to a motor vehicle or trailer commonly used in the business. A daily permit holder shall prominently display the permit with date shown in the vehicle's rear view mirror area. No permit is required for infrequent launching or docking of watercraft owned by that riparian rights landowner or occupant of such property when the vehicle and any trailer are parked at the home site just before and after use of the landing.

The permit fees schedule is set by the Town Board and may be revised from time to time by resolution of the Town Board, after considering fees set by other governments affecting access to the same water resources. Fees for daily permits are paid at a launch site or the Town office. Annual permit fees are paid at the Town office or to any other person authorized by the Town Board.
This article regulation and the current fee schedule shall be placed at a prominent location at the affected public landing sites.
The article shall apply to the following Town access sites:
A. 
Cattau Beach Road (Drive);
B. 
Landing next to Foesch Road intersection with CTH H;[1]

C. 
Stark Road, at any point where the Town has control;
D. 
Any landing maintained by the Town or Lake District on Loon Lake.

Any person who violates this article shall, upon conviction, be subject to the forfeiture amount in the Fine and Forfeiture Schedule of the Town of Wescott that shall be as set from time to time by resolution by the Town of Wescott. Citation enforcement may be used by the Chairperson or other enforcement officer authorized by the Town Board, which at ordinance passage includes local lake association volunteers.
