There shall be a Municipal Clerk appointed by the Mayor and
Borough Council. The term of office of the Clerk shall be three years
which shall run from January 1 in the year in which the Clerk was
appointed.

No person shall be appointed as Borough Clerk unless he shall
have a Registered Municipal Clerk Certificate issued pursuant to N.J.S.A.
40A:9-133 et seq.

The Clerk's salary shall be established in the Salary Ordinance.

Should the office of Municipal Clerk become vacant, the Borough
Council may appoint a person to serve as Acting Clerk for a period
of not more than six months.

The Municipal Clerk shall:
a. Act as secretary of the municipal corporation and custodian of the
municipal seal and of all minutes, books, deeds, bonds, contracts,
and archival records of the municipal corporation. The Borough Council
may, however, provide by ordinance that any other specific officer
shall have custody of any specific other class of record;
b. Act as secretary to the Borough Council, prepare meeting agendas
at the discretion of the Council, be present at all meetings of the
Council, keep a journal of the proceedings of every meeting, retain
the original copies of all ordinances and resolutions, and record
the minutes of every meeting;
c. Serve as the chief administrative officer in all elections held in
the Borough, subject to the requirements of Title 19 of the New Jersey
Statutes;
d. Serve as the chief registrar of voters held in the Borough, subject
to the requirements of Title 19 of the New Jersey Statutes;
e. Serve as the administrative officer responsible for the acceptance
of applications for licenses and permits and the issuance of licenses
and permits, except where statute or ordinance has delegated that
responsibility to some other Borough officer;
f. Serve as coordinator and records manager responsible for implementing
local archives and records retention programs as mandated pursuant
to Title 47 of the New Jersey Statutes Annotated;
g. Perform such other duties as are now or hereafter imposed by statute,
regulation or by ordinance or regulation.

a. Creation of Position. There is hereby created the position of Deputy
Municipal Clerk, to be appointed by the Borough Council for a term
of one year, commencing January 1 annually and ending on December
31, or until a successor is appointed. Should the office become vacant
during any term, it shall be filled by similar appointment for the
unexpired term.
b. Duties. The Deputy Municipal Clerk shall perform the duties of the
Municipal Clerk in the absence or disability of the Clerk. At all
other times the Deputy Clerk shall act as the assistant to the Municipal
Clerk and be under the control and charge of the Municipal Clerk and
shall perform such other duties and functions as are required by this
office or the Borough Council.
c. Salary. The salary of the Deputy Clerk shall be designated by ordinance
as required by Title 40A of the New Jersey Statutes and as set forth
in the Salary Ordinance of the Borough. Notwithstanding that the Deputy
may act in the capacity of the Borough Clerk for any extended period
of time, he shall not by such reason be entitled to an increase in
salary other than set forth in the Salary Ordinance.

Pursuant to N.J.S.A. 40A:9-136, 40A:9-137 and 40A:9-138 inclusive
there is hereby created the position of Borough Administrator to administer
the business affairs of the Borough, to have such powers to perform
such duties other than those required by law and exercised by the
Borough Council itself or by another officer, Board or body.

The Borough Administrator shall be appointed by the Mayor with
the advice and consent of the Council. The term of office of the Administrator
shall be at the pleasure of the governing body.
The Borough Administrator may be removed by a 2/3 vote of the
governing body. The resolution of removal shall become effective three
months after its adoption by the governing body. The governing body
may provide that the resolution shall have immediate effect; provided,
however, that the governing body shall cause to be paid to the Administrator
forthwith any unpaid balance of the salary and his/her salary for
the next three calendar months following adoption of the resolution.

The Borough Administrator shall receive as salary such sums
as may be fixed and adopted by the Borough Council in the Salary Ordinance,
and shall be reimbursed for all reasonable expenses incurred in the
performance of his office.

During the temporary absence or disability of the Borough Administrator,
the Mayor and Council may by resolution, appoint an officer or regular
employee of the Borough to perform the duties of the Borough Administrator
during such temporary absence or disability.

a. The Borough Administrator shall be chosen on the basis of his/her
executive and administrative abilities and qualifications with special
regard as to education, training and experience in administration
and shall be a graduate of an accredited college or university. A
person appointed to the office of Borough Administrator need not be
a resident of the Borough.
b. The Borough Administrator shall devote effectual time to the duties
of his office except that nothing herein shall prevent him from also
holding other Borough offices and fulfilling the duties thereof, and
he shall also be entitled to retain all rights and status to those
positions, including but not limited to, compensation, tenure and
other existing benefits.

In accordance with policy legislated by the Mayor and Council
of the Borough, the Borough Administrator shall have the following
duties and responsibilities:
The Borough Administrator shall:
a. Serve as the Chief Administrative Officer and Official of the Borough.
b. Supervise and coordinate the activities of all departments, Borough
offices, boards, agencies and personnel utilizing the assistance and
cooperation of all Department Heads, Borough officers, appointees
and other personnel, including supervision of all clerical personnel.
c. Supervise, implement and enforce the personnel organization and policy
of the Borough, including the employment of, suspension and removal
of personnel for whose selection no other method is provided by law.
He shall expeditiously and equitably settle employee grievances.
d. Negotiate and engage in collective bargaining and assist the Borough
Council with employee relations.
e. Supervise, implement and enforce purchasing procedures and policy
of the Borough.
f. Prepare, in cooperation with the Borough Auditor, the annual operating
and capital budgets for presentation and approval by the Borough Council.
Upon adoption of the budgets, he shall implement and enforce same.
g. Supervise the enforcement of all laws, ordinances and resolutions
of the Borough.
h. Supervise, implement and enforce the fiscal operations and policies
of the Borough.
i. Supervise, manage and continually review the Borough's insurance
program.
j. Supervise, require and implement an adequate inventory of all Borough
owned equipment, material and supplies in stock and further, to recommend
the sale of any surplus, obsolete or unused equipment, material and
supplies as authorized by the Borough Council.
k. Receive, distribute and follow up requests for information and complaints
received from citizens on all manner of problems and advise the Mayor
and Council with respect thereto.
l. Make such inspections and reviews as may be necessary to insure full
compliance by all persons and corporations having contractual obligations
to perform services for or sell goods to the Borough.
m. Be responsible for the overall supervision and maintenance of real
property owned by the Borough.
n. Supervise and implement intergovernmental relationship with respect
to application for funds and/or services needed or required by the
Borough.
o. Supervise the prudent investment of Borough funds in excess of the
amount needed to meet the Borough's obligations.
p. Implement, supervise and enforce the policies of the Mayor and Council
with respect to the compiling and release of public information.
q. Prepare and present such reports on Borough affairs as may be required
by the Mayor and Council.
r. Attend all meetings as required by the Mayor and Council with the
right to participate in all discussions, but without the right to
vote.
s. Recommend and supervise the nature, location and extent of public
improvement and coordinate the execution of same.
t. Investigate, at any time, the affairs of any department or office
of the Borough and report any and all findings to the Mayor and Council.
u. Review, recommend, evaluate the impact of proposed Federal and State
legislation and the effect of new and existing legislation.
v. Administer and execute all policies established and legislated by
the Mayor and Council, and perform such duties as may be assigned
to him.

a. Creation of Position. There is hereby created the position of Assistant
to the Administrator/Personnel to be appointed by the Borough Council.
b. Duties. The Assistant to the Administrator/Personnel shall assist
the Municipal Administrator in the administration of municipal affairs,
in analyzing, reviewing, and suggesting revisions of municipal policies,
procedures, resolution and ordinances to make local government more
responsive to the needs of its residents. Attend department committee
meetings and work with Department Heads and employees to implement
programs and changes in procedures; including the preparation and
review of the budget; involved in integrating and coordinating activities
of the various departments; involved in personal related actions and
work with the Department of Personnel to further the total program
of personnel services.

Pursuant to N.J.S.A. 40A:9-139, the Borough Attorney shall be
appointed by the Mayor with the consent of Borough Council for a term
of one year. Vacancies shall be filled for the portion of a term.

The Borough Attorney shall be a duly qualified attorney at law
of the State of New Jersey.

The Borough Attorney shall have such powers and perform such
duties as are provided for the office of Borough Attorney by general
law or ordinances of the Borough. He shall represent the Borough in
all judicial and administrative proceedings in which the Borough or
any of its officers or agents may be a party or have an interest.
He shall give all legal counsel and advice where required by the Mayor
and/or Borough Council and shall in general serve as the legal advisor
to the Mayor and/or Borough Council on all matters of Borough business.
The Borough Attorney shall be the legal advisor of all officers of
the various Borough Boards which are not represented by their own
counsel in all matters involving their duties and general powers and
duties, but without limitation thereto, the Borough Attorney shall:
a. Draft or approve as to form and sufficiency all legal documents,
contracts, deeds, ordinances and resolutions made, executed or adopted
by or on behalf of the Borough.
b. Conduct appeals from orders, decisions or judgments affecting any
interest of the Borough as he may in his discretion determine to be
necessary or desirable or as directed by the Mayor and/or Borough
Council.
c. Subject to the approval of the Mayor and/or Borough Council, have
power to enter into any agreement, compromise or settlement of any
litigation in which the Borough is involved.
d. Render opinions in writing upon any question of law submitted to
him by the Mayor and/or Borough Council with respect to their official
powers and duties, and perform such duties as may be necessary to
provide legal counsel to the Mayor and/or Borough Council in the administration
of Borough affairs.
e. Supervise and direct the work of such additional attorneys and technical
and professional assistants as the Mayor and/or Borough Council may
authorize for special or regular employment in or for the Borough.

The Borough Attorney shall receive compensation as prescribed
in the annual Salary Ordinance adopted by the Mayor and Council for
his attendance and advice at meetings of the Council. He shall receive
such other compensation for additional legal duties performed as authorized
by the Mayor and Council.

The Municipal Prosecutor shall be appointed by the Mayor and
affirmed by the Council. The Municipal Prosecutor shall serve for
a term of one year from the date of his appointment and until his
successor is appointed and qualified. The appointment shall be made
at the annual reorganization meeting in January of each year. If a
vacancy occurs during the course of the year, the appointment shall
be for the balance of the unexpired year.

The Municipal Prosecutor shall appear at all court sessions
and prosecute all complaints presented by the Police Department of
the Borough, and any other complaints as required by law.

The salary of the Prosecutor shall be the annual salary as established
by the Borough Salary Ordinance.

The office of Public Defender in the Borough of Fairview is
hereby created.

The Public Defender shall be appointed by the Mayor with the
advice and consent of the Council and otherwise in accordance with
those standards established for the appointment of subordinate officers
by N.J.S.A. 40A:60-1 et seq. and shall serve for a term of one year
from the first day of January of the year of his appointment until
December 31 of such year or until a successor is appointed and qualified.
The Public Defender shall be an attorney at law and shall be duly
licensed and qualified to practice law in the State of New Jersey.

The Public Defender shall appear on behalf of and provide representation
for those defendants in the Municipal Court, who shall be assigned
to the Public Defender by the Municipal Court Judge. Each such defendant
shall qualify for such representation as indigent in accordance with
standards to be approved by the Municipal Court Judge and shall, as
a condition of such representations, be required to execute an agreement
which shall obligate the defendant to reimburse the Borough for costs
of such representation. The Public Defender shall have such other
duties and responsibilities as may otherwise be established by general
law.

a. Persons applying to the Fairview Municipal Court for representation
by the Public Defender shall pay an application fee, a minimum fee
of $75 and a maximum fee of $200, payable to the municipality through
the Municipal Court.
b. The Municipal Court may waive the required application fee, in whole
or in part, if the Court determines, in its discretion, that the application
fee represents an unreasonable burden on the person seeking representation.

The Borough Engineer shall be a duly qualified licensed engineer
under the provisions of the laws of the State of New Jersey. He shall
be appointed by the Mayor with the advice and consent of the Council
and shall hold office for the term of one year and until his successor
is duly appointed and qualified.
In lieu of appointing an individual to be the Borough Engineer,
the Mayor and Council may appoint a firm of engineers, each member
of which shall be a licensed professional engineer of the State of
New Jersey. The Borough Engineer shall receive such compensation as
may be agreed upon and determined by the Borough Council.

The Borough Engineer shall perform such duties as are prescribed
by general law and ordinance and in addition shall:
a. Prepare or cause to be prepared plans, designs and specifications
of public works and improvements undertaken by the Borough.
b. Provide and maintain surveys, maps, plans, specifications and control
records with respect to public works and facilities owned or operated
by the Borough.
c. Provide technical and engineering advice and assistance to other
Borough Departments as needed.
d. All papers, documents, memoranda, reports and other materials relating
to the administration of engineering duties of the Borough Engineer
shall be the property of the Borough and remain in the municipal building
unless the Mayor and Council authorize storage elsewhere. Upon the
termination of his services with the Borough, the Engineer shall forthwith
surrender to any successor all such property.

There shall be created the position of Code Enforcement Officer
in the Borough of Fairview.

a. Uniform Fire Safety or Fire Subcode Certificate.
b. Ability to read, write, speak and understand English sufficiently
to perform the duties of the position.
c. Good health and freedom from disabling physical and mental defects
which would impair the proper performance of the required duties or
which might endanger the health and safety of oneself or others.

The Code Enforcement Officer shall be appointed by the Mayor,
subject to confirmation by the Council of the Borough of Fairview.
The term of office shall be one year, which term shall expire on December
31 of each year. A vacancy in the office shall be appointed by the
Mayor subject to confirmation by the Council for the unexpired term
only.

a. It shall be the responsibility of the Code Enforcement Officer to
enforce all the ordinances of the Borough as set forth in the Revised
General Ordinances of the Borough except for those specifically set
forth and designated to be enforced by another official, officer or
agency exclusively.
b. It shall also be the responsibility of the Code Enforcement Officer
to enforce any and all ordinances of the Fairview Board of Health
as authorized by ordinance or resolution of the Board of Health.
c. Although the Code Enforcement Officer's primary responsibility shall
be enforcing the Borough's ordinances, other municipal employees and
officials may and shall also enforce the ordinances, and the delegation
of this enforcement duty to the Code Enforcement Officer shall not
preclude others from enforcing the ordinances.

The salary, working hours and schedule of the Code Enforcement
Officer shall be fixed by the Mayor and Council.

The Borough Code Enforcement Officer shall submit a written
report to the governing body each calendar month or whenever requested.

The office of the Zoning Officer of the Borough is hereby created.
Appointments to the office of the Zoning Officer shall be made by
the Mayor, subject to confirmation by the Borough Council. The term
of office shall be one year, which term shall expire on December 31
of each year. A vacancy in the office shall be filled by the Mayor,
subject to confirmation by the Council, for the unexpired term only.

a. It shall be the duty of the Zoning Officer to enforce and administer
the provisions of the zoning ordinances of the Borough and as directed
by the Zoning Board of Adjustment, Planning Board and Mayor and Council.
It shall be the duty of the Zoning Officer to cause any plans, buildings
or premises to be examined or inspected to determine that they are
not in violation of the provisions of the zoning ordinances of the
Borough of Fairview. Upon due and proper notice, he shall have the
right to enter any building or premises during the daytime if necessary
to the proper execution of his duties.
Where the Zoning Officer, in the course of his duties, determines
that any plans, buildings or premises are in violation of the provisions
of the municipal zoning ordinances, he shall order the responsible
party in writing to remedy the conditions. The written order shall
specify the nature of the violation found to exist, the remedy ordered
and the time permitted for the action, the penalties and remedies
which may be invoked by the Borough and the violator's rights of appeal
as provided for within the ordinance and by the laws of the State
of New Jersey. For the purposes of the enforcement of these ordinances,
the "responsible party" referred to herein shall be considered the
owner or agent of a building or premises where a violation of any
of the zoning provisions shall have been committed or shall exist,
or the lessee or tenant of any part of a violation shall have been
committed or shall exist, or the agent, architect, building contractor
or any other workman or person who shall commit, take part, or assist
in any violation, or who shall maintain any building or premises in
which any such violation shall exist.
b. Although the Zoning Officer's primary responsibility shall be enforcing
the Borough's zoning ordinances, other municipal employees and officials
may and shall also enforce the ordinances and the delegation of this
enforcement duty to the Borough Zoning Officer shall not preclude
others from enforcing the ordinances.

The Zoning Officer shall maintain permanent record of all matters
considered and all action taken by him. The record shall form a part
of the records of his office and shall be available for the use of
the Mayor and Council and other officials of the Borough, County and
State. The records to be maintained shall include at least the following:
a. Application Files. An individual permanent file of each application
for a permit provided for by this section shall be established at
the time the application is made. The file shall contain one copy
of the application and all supporting documents, maps and plans, as
well as notations regarding pertinent dates and fees. One copy of
the resolution of the Board of Adjustment in acting on an application
and the date the permit applied for was issued or denied by the Zoning
Officer.
b. Monthly Report. The Zoning Officer shall prepare a monthly report
for the Mayor and Council. The report shall cite all actions taken
by the Zoning Officer including all referrals made by him, all permits
and certificates issued and denied, and all complaints of violations
received and all violations found by him, as well as the action taken
by him consequent thereon. A copy of the monthly report shall also
be transmitted by the Zoning Officer to the Tax Assessor, Planning
Board and Board of Adjustment at the same time it is transmitted to
the Mayor and Council.

In the event the Zoning Officer, pursuant to the procedure aforesaid
shall determine that a violation exists which has not been properly
remedied within the time permitted, he shall cause a complete explanation
and report of same to be forthwith transmitted to the Construction
Official for immediate action on revocation of the certificate of
occupancy or other administrative action. In addition, the Zoning
Officer may pursue any appropriate actions in the Municipal Court
or other courts of the State of New Jersey for lawful redress of the
violations.

The certificates and permits enumerated herein are hereby established
for the equitable enforcement and administration of the provisions
of these ordinances.
a. Zoning Permit. The Zoning Officer is hereby empowered to issue a
zoning permit for any plans regarding the construction or alteration
of any building or part of any building, or the change in the use
of any land or building or part thereof, where he shall determine
that the plans are not in violation of the provisions of the zoning
ordinances of the municipality.
b. Temporary Use Permit. Upon written direction of the Board of Adjustment,
or Planning Board, as appropriate, the Zoning Officer is hereby empowered
to issue a temporary use permit. A temporary use permit shall only
be effective for a period not to exceed six months. The permit may
be extended by the Zoning Officer not more than once for an additional
period not to exceed six months.
c. Conditional Use Permit. Upon written direction of the Planning Board
or Board of Adjustment, as appropriate, the Zoning Officer is hereby
empowered to issue any permit for a conditional use as provided by
the municipal ordinances.
d. Certificate of Occupancy for Change of Tenancy or Use. Upon proper
application, the Zoning Officer is hereby empowered to issue a certificate
of occupancy for the change of tenancy, ownership or other occupancy
of any premises within the municipality, subject to the provisions
of the ordinance aforesaid.
A zoning permit, temporary use permit or conditional use permit,
as appropriate, shall be prerequisite to the issuance of a construction
permit as prescribed by the New Jersey State Uniform Construction
Code, for construction or alteration of any building or part of a
building within the municipality. In no event shall any such zoning
permit be issued for any plans which violate the zoning ordinances
of this municipality without direct authorization of the Planning
Board, Zoning Board or Mayor and Council as provided by law.

All applications for zoning permits shall be made to the Zoning
Officer. The Zoning Officer shall carefully consider the application
and all supporting documents in accordance with the zoning and planning
ordinances of this municipality, and shall make a determination of
the application's compliance with the provisions thereof, and based
upon that determination, shall either issue or deny the zoning permit
applied for within 15 days thereof. Upon obtaining a zoning permit,
the applicant may then apply to the Construction Official for a construction
permit and/or certificate of occupancy in the manner prescribed by
the Uniform Construction Code as enacted for this municipality.

In the enforcement of this section, the Zoning Officer may apply
to the Judge of the Municipal Court of the Borough of Fairview for
a warrant or warrants to search and inspect the properties and premises
upon which he has reason to believe any violation of this section
has taken or is taking place, and, upon probable cause shown, the
Judge may issue such a warrant or warrants in the manner authorized
by law; and the information obtained pursuant thereto shall be admissible
as evidence in any court of competent jurisdiction for the purposes
of proving any case brought for violation of this section.

Any person who shall violate any of the provisions of this section
or fail to comply therewith or with any of the requirements thereof,
or who shall erect, structurally alter, enlarge, rebuild or move any
building or buildings or any structure or who shall put into use any
lot or land in violation of any detailed statement or plan submitted
hereunder, or who shall refuse a reasonable opportunity to inspect
any premises, shall be liable to a fine of not more than $1,000 per
day or to imprisonment for not more than 90 days, or both. Each and
every day such violation continues after the expiration of an abatement
notice or after initial construction, as the case may be, shall be
deemed to be a separate and distinct violation.

Under the direction of a Zoning Officer, examines the working
plans of proposed buildings for their compliance with state, county,
and local zoning laws, ordinances, rules, and regulations; does related
work as required.
Examines working plans of proposed structures for compliance
with state, county, and local zoning laws in conjunction with the
Zoning Officer.
Reads and corrects final plans. Consults with architects, owners,
and contractors on compliance problems.
Conducts field inspections to ensure compliance with zoning
regulations and applicable rules, and initiates enforcement actions
against violators.
May assist in the promulgation of zoning regulations. Prepares
and supervises the preparation of needed reports. Directs the establishment
and maintenance of needed records and files in conjunction with the
Zoning Officer.

prepared mailing lists, sorts, indexes and files checks, cash stubs,
vouchers, requisitions and other materials and maintains such files;
receive applications, documents, forms and fees; screens, sorts and

or non-routine inquiries to appropriate staff; may enter and/or retrieve

The salary of the Clerk 1/Community Relations Aide shall be

Pursuant to the Clean Communities Act (P.L. 1986, c. 187), there
is hereby created the position of Clean Community Coordinator, who
shall serve without salary and shall be appointed by the Mayor with
the advice and consent of the Borough Council. The Clean Community
Coordinator shall be responsible for coordinating and assisting the
Mayor and Council and other Borough officials in obtaining grants
and implementing the Clean Communities Act.

Reviews, sorts, and routes incoming correspondence and personally
prepares letters on routine matters, sees that pertinent material
is obtained from the files and other sources, arranges it in usable
form, and prepares memoranda and summaries as required. Maintains
a schedule of appointments and the daily engagement calendar of the
Department Head; prepares agenda of meetings and takes and puts into
official form the minutes of meetings; makes arrangements for conferences,
and meetings; assembles statistical and other materials required for
reports, memoranda; maintains confidential personal correspondence,
follow up, and other records and files and shall perform such other
duties and functions as are required by the Department Head or the
Borough Council. Employees shall be required to sign a confidentiality
agreement with the Borough.

Cleans rooms, offices, halls, and rest rooms. Dusts, cleans,
and polishes furniture, fixtures, woodwork, and equipment. Washes
and cleans windows, sweeps, washes, strips, waxes, and polishes floors,
and sweeps and vacuums rugs. May make minor repairs to the heating,
electrical, and other systems of varied types of buildings, and services
rest rooms. Assists carpenters, electricians, painters, plumbers,
and steamfitters by carrying tools and materials, by placing and removing
ladders, by cleaning up after work has been done, and by doing other
varied tasks of a simple nature. Service coin machines and empties
ashtrays and wastebaskets. Distributes supplies. Keeps essential records
and files. When necessary, moves and controls heavy equipment, carries
and sets up ladders and scaffolding, and works from ladders and scaffolds.
When assigned, moves object weighing about 50 pounds. Mops or scrapes
sticky or heavy liquids from floors. Occasionally works on ladders
and scaffolds to change light bulbs, replace Venetian blinds, wash
walls, and so forth. When assigned, moves heavy furniture, supplies,
and equipment. Runs power cleaning equipment, cleans and oils the
equipment, and changes brushes and accessories. May mow lawns, trim
hedges, rake and burn leaves and refuse, trim driveway and sidewalk
edges using spades and hoes, shovel snow, and spread sand or salt
on icy surfaces to prevent slipping. Will be required to learn to
utilize various types of electronic and/or manual recording and information
systems used by the agency, office, or related units.

Under direction may act as general assistant in a kitchen dining
room. Washes, scrubs, pares, hulls, cores, and prepares vegetables,
fruits, for cooking or for serving using manual or power driven equipment.
Keeps the kitchen or other areas in a safe, clean, and orderly condition
at all times. Serves food from steam tables or from other cooking
utensils, and arranges and delivers trays, waits on tables, delivers
food to dining rooms. Prepares salads, desserts, and beverages. Sets
tables, and changes table linens. Washes dishes, trays, pots, pans,
silverware, and other kitchen and food service equipment, receives
and stores food supplies, maintains records and reports as necessary.
Will be required to learn to utilize various types of electronic and/or
manual recording and information system used by the agency, office,
or related units.

a. Creation of the position: There is hereby created the position of
Payroll Clerk to be appointed by the governing body.
b. Duties as set forth in the Job Specifications of the New Jersey Civil
Service Commission, to include but not be limited to:
1. Under direct supervision, does routine clerical work relating to
the review, verification, and preparation of payroll or personnel
records; may keep time and work records; does other related duties
as required.
Examples of work: Reviews and checks payroll or personnel records,
statements, documents, certificates, or time and attendance records.
2. Prepares regular, supplemental, and overtime payrolls; adds or deletes
employees as required.
3. Makes appropriate charges such as union deductions, taxes, charities
and pension. May process forms such as pension membership applications,
beneficiary changes, retirement and loan applications, as well as
health insurance applications and changes.
4. Completes unemployment requests for wage and separation information.
5. Computes overtime, emergency rates, and leaves of absence requiring
application of relevant rules and regulations concerning salary increments,
bonuses, and authorized deductions.
6. Receives regular and supplemental paychecks from centralized payroll
and separates by payroll and region prior to distribution.
7. Computes the less-difficult pay changes where the arithmetic computations
and examination of basic authorization documents on which the changes
are well covered by established rules, regulations and instructions.
8. May keep a daily record showing employee's arrival time to and departure
from work.
9. Computes withholding taxes.
10. Prepares reports of absences and vacations

supervision, leads, organizes and oversees recreational programs and
activities for an assigned group; assists with activity planning,
implementation, and evaluation; does other related work as required.
1. Leads,
oversees and participates in recreational program activities.
2. Ensures
program guidelines and safety practices are followed; instructs individuals
and groups in area of specialty (e.g. arts & crafts, sports, social
recreation, etc.).
3. Assists
with curriculum planning and developing specific activities; implements
program plans and makes recommendations for new activities.
4. Demonstrates
and explains the concepts, techniques, procedures, rules and regulations
used in the recreation program.
5. Assists
in directing tournaments, socials, and other special events.
6. May
perform field preparation duties for sports and other programs (e.g.
baseball, softball, football, etc.).
7. Maintains
inventory of supplies and equipment; ensures the proper use of equipment.
8. Prepares
and maintains records and reports of plans, program activities, and
attendance.
