All persons in, upon, or making use of the following Borough owned islands shall be bound by and comply with the following rules and regulations:

a. 
No person shall be upon or make use of any of the aforesaid islands after the hour of 10:00 p.m. prevailing time or prior to one-half hour before sunrise.
b. 
No person shall set up tents, shacks, or other temporary shelter for the purpose of overnight camping nor shall any person leave on any island after closing time any tent, shack or temporary shelter except as hereinafter provided in subsection 19-1.3.
c. 
No person shall leave any island before a fire is completely extinguished and all trash in the nature of boxes, papers, cans, bottles, garbage, and other refuse is removed by them to be disposed of elsewhere.
d. 
No person shall use any of the islands unless properly clothed, and nude or semi-nude sunbathing is expressly prohibited.
e. 
No person shall throw, discharge or otherwise place or cause to be placed in the water surrounding the island or in the river any substance, matter, or thing, liquid or solid, which will result in the pollution of the waters.
f. 
Except as provided under paragraph g hereafter, no person shall bring on the islands, have in his possession or discharge or explode any firearms, firecrackers, torpedo, rocket or any other fireworks or explosives of inflammable material, or discharge them or throw them into any waters adjacent to the islands. This prohibition includes any substance, compound, mixture or article that in conjunction with any other substance or compound would be dangerous from any of the foregoing standpoints.
g. 
The provisions of paragraph f above dealing with firearms shall not apply to New Jersey licensed hunters hunting in the mode and manner and at such times as are prescribed in New Jersey State statutes or by promulgated administrative rules and regulations adopted pursuant to such statutes.

a. 
A special use permit may be applied for to authorize overnight camping on the islands by an individual, by a recognized organization or association which shall require the filing of an application with the Municipal Clerk, which application shall state:
1. 
The name and address of the individual or of the representative of the applicant.
2. 
The name and address of the individual or association or organization sponsoring the activity.
3. 
The days and hours for which the permit is desired, which shall not be for a period in excess of two 24 hour periods.
4. 
An estimation of the number of persons involved in the activity.
5. 
The purpose for the use of the island.
6. 
Any other information which the Borough Clerk-Administrator shall find reasonably necessary to a fair determination as to whether a permit should issue.
b. 
Revocation. The Borough Clerk-Administrator shall have the authority to revoke a permit upon the finding of a violation of any rule or regulation or ordinance or upon good cause shown.
c. 
Violations and Penalties. Any person(s), firm(s) or corporation(s) who violates or neglects to comply with any provisions of this section shall be subject to the penalty as stated in Chapter 3, Section 3-1.
