No person shall own, possess, harbor or have in custody any
dog within the Township over six months of age, unless the dog has
been vaccinated against rabies by a duly licensed veterinarian. Such
vaccination shall be repeated within the range of known immunization
or annually thereafter and shall consist of the recommended dosage
as prescribed by the manufacturer, who shall be duly licensed by the
United States Bureau of Animal Industry of the Department of Agriculture;
provided, however, that any dog may be exempted from the requirement
of such vaccination for a specified period of time by the Board of
Health, upon the presentation of a certificate from a duly licensed
veterinarian stating that by reason of age, infirmity or other physical
condition the vaccination of such dog, for such specified time, is
contraindicated, and provided further that nothing herein contained
shall be deemed to require the vaccination of any dogs located in
and confined to duly recognized and licensed kennels, dog pounds,
pet shops, shelters or veterinary hospitals.

Any person owning, possessing, harboring or having custody of
any dog or dogs shall obtain from the veterinarian who vaccinates
the dog or dogs against rabies a certificate supplied by the Health
Officer or on a standard immunization certificate in use by the licensed
veterinarian of this or any other state or country and shall, within
10 days of each vaccination or within 10 days after bringing the dog
into the Township, if the dog was vaccinated before being brought
into the Township, deliver the certificate to the Township Clerk's
office, who shall file same with the records of the Health Officer.

No license required for the owning and keeping of dogs by virtue
of any law of the State of New Jersey or ordinance of the Township
shall be issued to any person unless a certificate issued by a duly
licensed veterinarian, as hereinabove provided, is presented to and
filed with the Township Clerk showing that such dog has been vaccinated
against rabies in the manner provided herein. Such certificate shall
indicate that the vaccination has been made within nine months from
the date of the filing of the application for such license.

a. The Health Officer is hereby authorized and empowered to provide
free vaccination of such dogs at a suitable clinic and place designated
by him, to be conducted by a licensed veterinarian of the State of
New Jersey.
b. The Health Officer is hereby further authorized and empowered to
make and adopt such rules and regulations, but not inconsistent or
in conflict with the terms and provisions of this chapter, as he may
deem necessary and proper for the enforcement of this chapter.

Any person, firm or corporation who shall violate any of the provisions of this section shall be subject upon conviction to the penalty stated in Chapter
BH1, Section
BH1-2.

shall be deemed to require the vaccination of any cat held by a State
or Federal licensed research facility or a veterinary establishment
where cats are received or kept for diagnostic, medical, surgical
or other treatments, or licensed animal shelters, pounds, kennels
or pet shops.

any cat or cats shall obtain from the veterinarian who vaccinates
the cat or cats against rabies a certificate supplied by the Health
Officer or in a standard immunization certificate and used by the
licensed veterinarian of this or any other State or country and shall,
within 10 days of each vaccination or within 10 days after bringing
the cat into the Township of Holmdel, if the cat was vaccinated before
being brought into the Township, deliver the certificate to the Township
Board of Health office, who shall file same with the records of the
Health Officer.
