There shall be a Department of Public Safety, the head of which shall be the Director.

a. 
Police Division Personnel. The Police Division shall be organized in accordance with and subject to the provisions of Chapter 11, Police Department, of this Code. The head of the Police Division shall be the Chief of Police who, pursuant to N.J.S.A. 40A:14-118, shall be directly responsible to the Director of the Department of Public Safety for the efficiency and routine day to day operations thereof consistent with the mandates of N.J.S.A. 40A:14-118.
b. 
In addition to its other functions and duties, the Division of Police shall be responsible for traffic safety and lighting, including but not limited to:
1. 
Assessing problems of street traffic congestion, hazards and control and making recommendations for appropriate corrective measures.
2. 
Coordinating with the Municipal Council, other Municipal Departments and with State Officials to construct, install, repair and maintain traffic control signals and other electrically operated signals.
3. 
Coordinating with the Municipal Council, other Municipal Departments and with State Officials to install, repair and maintain street traffic signs and markers.
4. 
Monitoring street light outages.
c. 
Bureau of Communications. Within the Police Division there shall be a Bureau of Communications, the head of which shall be the Supervisor. The Bureau shall:
1. 
Operate, maintain and repair the police and fire signal and communications system.
2. 
Have all other functions, powers and duties assigned to it by the Director.
d. 
Parking Utility. The Director of Public Safety shall be directly responsible for the day to day operations of the Parking Utility.
e. 
Crossing Guards. The Director of Public Safety shall be directly responsible for the day to day coordination and deployment of Crossing Guards throughout the City of Bayonne.

The Director of the Department of Public Safety shall prepare and, with the approval of the Mayor, adopt rules and regulations for the control, disposition and discipline of the Department. Such rules may pertain to training, efficiency, the use and care of equipment and apparatus, and all other appropriate matters. The Director of the Department of Public Safety shall administer and enforce the rules, but he may delegate the administration and enforcement to the Division Heads within their respective jurisdictions.

Within the Department of Public Safety there shall be a Fire Division, the head of which shall be the Fire Chief. The Fire Division shall be organized in accordance with and subject to the provisions of Chapter 12, Fire Rescue and Emergency Services [Fire Department], of these Revised General Ordinances.
