There shall be a Department of Public Safety, the head of which
shall be the Director.

The Director of the Department of Public Safety shall prepare
and, with the approval of the Mayor, adopt rules and regulations for
the control, disposition and discipline of the Department. Such rules
may pertain to training, efficiency, the use and care of equipment
and apparatus, and all other appropriate matters. The Director of
the Department of Public Safety shall administer and enforce the rules,
but he may delegate the administration and enforcement to the Division
Heads within their respective jurisdictions.

Within the Department of Public Safety there shall be a Fire Division, the head of which shall be the Fire Chief. The Fire Division shall be organized in accordance with and subject to the provisions of Chapter
12, Fire Rescue and Emergency Services [Fire Department], of these Revised General Ordinances.
