a. 
Office Created. There is hereby created the office of the Clerk to the Tax Assessor and the Tax Collector in the Township.
b. 
Appointment; Term. The Township Committee shall appoint the Clerk to the Tax Assessor and the Tax Collector, who shall serve at the will of the Governing Body.
c. 
Qualifications. The Clerk to the Tax Assessor and the Tax Collector shall be bonded in an amount to be approved by the Township Committee at the first regular meeting of each year at the expense of the Township. The Clerk to the Tax Assessor and Tax Collector shall maintain such hours as shall be prescribed by the resolution of the Township Committee.
d. 
Compensation. The salary of the Clerk to the Tax Assessor and Tax Collector shall be as established in the Salary Ordinance.
e. 
Powers and Duties. The duties of the Clerk to the Tax Assessor and Tax Collector shall be to assist the Tax Assessor and the Tax Collector and to perform such duties as shall be assigned to him.

a. 
There is hereby established the position of Zoning Officer in the Township whose duty shall be to act on behalf of the Township to enforce the Zoning laws and to perform such duties as may be lawfully required, and to inspect for violations and to prosecute the same as may be required. The Zoning Officer shall be appointed by the Township Committee annually.
b. 
There is hereby established the position of Assistant Zoning Officer in the Township whose duties are limited to performing duties of the Zoning Officer when, due to an emergency, the Zoning Officer cannot address a matter which requires an immediate zoning inspection. The Assistant Zoning Officer shall be appointed by the Township Committee annually. The salary of the Assistant Zoning Officer of the Township shall be established in the Salary Ordinance, payable quarterly.

a. 
Purpose. The purpose of this subsection is to create the administrative mechanisms needed for the execution of the Township of Frankford's responsibility to assist in the provision of affordable housing pursuant to the Fair Housing Act of 1985.
b. 
Definitions. As used in this subsection, the following terms shall have the meanings indicated:
ADMINISTRATIVE AGENT
Shall mean the entity responsible for administering the affordability controls of some or all units in the affordable housing program for the Township of Frankford to ensure that the restricted units under administration are affirmatively marketed and sold or rented, as applicable, only to low- and moderate-income households.
MUNICIPAL HOUSING LIAISON
Shall mean the employee charged by the Governing Body with the responsibility for oversight and administration of the affordable housing program for the Township of Frankford.
c. 
Establishment of Municipal Housing Liaison Position and Compensation; Powers and Duties.
1. 
Establishment of Position of Municipal Housing Liaison. There is hereby established the position of Municipal Housing Liaison for the Township of Frankford.
2. 
Subject to the approval of the Council on Affordable Housing (COAH), the Municipal Housing Liaison shall be appointed by the Governing Body and may be a full or part-time municipal employee.
3. 
The Municipal Housing Liaison shall be responsible for oversight and administration of the affordable housing program for the Township of Frankford, including the following responsibilities which may not be contracted out:
(a) 
Serving as the Township of Frankford's primary point of contact for all inquiries from the State, affordable housing providers, Administrative Agents, and interested households;
(b) 
Monitoring the status of all restricted units in the Township of Frankford's Fair Share Plan;
(c) 
Compiling, verifying, and submitting annual reports as required by COAH;
(d) 
Coordinating meetings with affordable housing providers and Administrative Agents, as applicable;
(e) 
Attending continuing education opportunities on affordability controls, compliance monitoring, and affirmative marketing as offered or approved by COAH;
(f) 
If applicable, serving as the Administrative Agent for some or all of the restricted units in the Township of Frankford as described in paragraph 6 below.
4. 
Subject to approval by COAH, the Township of Frankford may contract with or authorize a consultant, authority, government or any agency charged by the Governing Body, which entity shall have the responsibility of administering the affordable housing program of the Township of Frankford. If the Township of Frankford contracts with another entity to administer all or any part of the affordable housing program, including the affordability controls and Affirmative Marketing Plan, the Municipal Housing Liaison shall supervise the contracting Administrative Agent.
5. 
Compensation. Compensation shall be fixed by the Governing Body at the time of the appointment of the Municipal Housing Liaison.
6. 
The Municipal Housing Liaison shall assist the Administrative Agent in its duties, including, as needed, regarding:
(a) 
Affirmative Marketing;
(b) 
Household certification;
(c) 
Affordability controls;
(d) 
Resale and rental;
(e) 
Processing request from unit owners; and
(f) 
Enforcement.
The Municipal Housing Liaison shall have authority to take all actions necessary and appropriate to carry out its responsibilities hereunder.
