Following approval of the preliminary plat, the subdivider shall
cause to be prepared a record plat of that portion of the approved
preliminary plat which he proposes to record and develop at the time
and other material required, in filing for final approval. Application
for final approval shall consist of filing with the Village Administrative
Clerk two reproducible (ink on linen and/or black line print on Mylar)
record plats and five copies and such additional information outlined
herein.
A. Record plat requirements. The record plat shall be drawn to a scale
which will clearly show all pertinent and required data on the official
size plat (17 inches by 22 inches) required by the Recorder of Deeds
for Macon County, Illinois. The record plat may include all or only
part of the preliminary plat and should include or indicate the following:
(1) Accurate tract boundary lines with dimensions and angles which provide
a survey of the tract, closing with an error of not more than one
foot in 5,000 feet.
(2) Property lines of residential lots and other sites with accurate
dimensions of all straight lines and arcs, bearings or property lines
or other means of accurately locating property lines.
(3) Accurate bearings and distances to known monuments.
(4) Accurate locations of existing and recorded streets intersecting
the boundaries of the tract.
(5) Accurate legal description of the property.
(7) Curve notes, complete and accurate for all street curves included
in the plan.
(8) Street right-of-way lines.
(10)
Property to be dedicated or reserved for public, semi-public
or community use, with accurate dimensions.
(11)
Markers or monuments indicating location, type, material and
size.
(13)
Name and address of the owner and subdivider.
(14)
North point, graphic scale and date.
(15)
Certification by a registered Illinois land surveyor certifying:
(a)
That the plat represents a survey made by him or under his direction
and that the necessary survey monuments, dimensions and other essential
information required by this chapter are correctly shown thereon.
(b)
That the land is within the corporate limits of the Village
or that the land is not within the corporate limits of the Village
but is within 1 1/2 miles of the corporate limits of the Village.
(c)
That the land is or is not situated within 500 feet of any surface
drain or watercourse serving a tributary area of 640 acres or more.
(16)
Certification of dedication of streets and other public property
with notary's seal.
(17)
Final approval by Board and Plan Commission with signature and
date spaces for President, Village Administrative Clerk and Plan Commission
Chairman respectively.
(18)
Subdivider's certificate of acknowledgment of ownership.
(19)
Provide signature and date space for approval by Village Plat
Officer.
(20)
Certification by County Clerk that no taxes or assessments are
due.
(21)
Certification by a registered professional engineer and owner
or agent certifying:
"We, the undersigned, respectively a registered professional
engineer and the owner or owners of the land subdivided hereby or
the duly authorized attorney of such owner or owners, certify that
to the best of our knowledge and belief the drainage of surface waters
will not be changed by the construction of such subdivision or any
part thereof, or, that if such surface water drainage is changed,
adequate provision has been made for collection and diversion of surface
waters into public areas, or drains which the subdivider or subdividers
have a right to use, and such waters will not be deposited on property
of adjoining landowners in such concentrations as may cause damage
to adjoining property because of the construction of the subdivision."

B. Other required documents:
(1) Certification of title showing that applicant is the landowner.
(2) Restrictive covenants, if any, in form for recording.
(3) Subdivider's estimate of cost of minimum improvements required, and
acknowledged statement of Village Engineer concurring with the subdivider's
estimate.
(4) "As-built" plans for water main and sanitary sewer showing ties and
grades approved by the Village Engineer.
(5) A corporate surety bond approved in form and type by the Village
Attorney, of an amount constituting 125% of the estimated cost of
required improvements to be installed by the owner or subdivider within
two years of acceptance of plat; or the creating by the subdivider
of an escrow account in a bank or other approved institution of an
amount constituting 125% of the estimated cost of required improvement
to be installed by the owner or subdivider within two years of acceptance
of plat. The directions governing the escrow agent's distribution
of said escrow monies must be approved by the Village Engineer.
(6) Submit a copy of the letters of approval of the plan documents as
approved by the Illinois Environmental Protection Agency for all proposed
water main and sanitary sewer extensions.
(7) If land is within 500 feet of any surface drain or watercourse serving
a tributary area of 640 acres or more, the plat must be reviewed by
the Illinois Department of Transportation, Division of Waterways in
cooperation with the Village and a report thereon filed by that Department
with the Village stating the flood hazards involved.
(8) The subdivider shall establish with the Village an escrow account in the form of cash or maintenance bond equivalent to 15% of the surety bond required in Subsection
B(5) of this section for a period of 18 months following the final completion of the required subdivision improvements as a guarantee against damages to said improvements by reason of settling of the ground, base or foundation thereof.
(9) The subdivider shall be responsible for routine maintenance of all
improvements and shall repair all failures due to faulty construction
as soon as defects become apparent. He shall also restore the roads
and streets when maintenance is completed. Upon termination of the
eighteen-month maintenance period, the subdivider shall request the
Village Engineer to inspect the improvements on behalf of the Village,
and if found satisfactory he shall recommend acceptance of the development
to the Village Board and release of the escrow account to the subdivider.
C. Fee. A fee per lot in proposed subdivisions or per unit in multiple-family
developments, with a minimum charge, will be required at the time
of submittal of the record plat to cover the review and compilation
of record drawings and plats. Fees will be set from time to time by
the Village Board.

Immediately upon filing of the reproducible record plat and
five copies, the Village Administrative Clerk, maintaining one copy
for his own files (on which is to be indicated Board action on the
plat), shall distribute the balance of the copies as follows: one
copy each to the Village Engineer and Plat Officer, who shall examine
the plat to ensure compliance with these regulations and previous
approvals, and one reproducible plat and two copies to the Plan Commission.
A. Review by Plan Commission. The Plan Commission shall review the comments
of the Plat Officer and Village Engineer and make its own study to
assure compliance with these regulations and substantial conformity
to the approved preliminary plat or conditionally approved plat subject
to modifications requested. The Plan Commission shall approve or disapprove
the record plat within 45 days after submission of record plat materials
by the subdivider to the Village Administrative Clerk. Failure of
the Plan Commission to act within 45 days shall be deemed to be approval;
provided, however, that the subdivider and the Village Board may mutually
agree to an extension of time. The Plan Commission shall make known
immediately to the Village Administrative Clerk and Village Board
its action upon the record plat.
B. Approval or rejection by Board. The Board shall, after being notified
of the Plan Commission's action on the plat, or after the time of
any extension thereof for the Plan Commission to take action, approve
or reject the record plat; provided, however, that any action not
in accord with the Plan Commission's action shall only be by a 2/3
vote of the entire Board membership.
C. Action on record plat to be filed in office of Village Administrative
Clerk. A certified copy of the order or resolution of the corporate
authorities approving the record plat or disapproving the record plat
and stating the reasons therefor shall be attached to a copy of the
plat by the Village Administrative Clerk and filed in the office of
the Village Administrative Clerk.
