The Highway Commercial Zone is created to provide locations for businesses that cater specifically to the needs of the motorist. The Highway Commercial Zone must be located on major streets and highways. Because of its intensity of use and the potential hazard that unrestricted highway developments create for safe and convenient traffic flow, this VB-3 Zone will be restricted by access control regulations of the Village. No highway commercial zoning application shall be granted on any parcel of land or parcels of land held in single or joint ownership of five acres or more, unless the petition is submitted in accordance with planned development procedures as provided in Article
XX of this chapter. It should be noted that apartments and other residential uses other than motels, hotels and similar transient facilities shall be excluded from this VB-3 Zone.
This VB-3 Zone shall specifically permit highway-oriented retail
stores and establishments. The uses shall include those uses permitted
in the VB-2 Zone and in addition:
Automotive sales, including outdoor displays

Boat sales
|
Cabinetmaking shops
|
Farm equipment
|
Machinery sales
|
Mobile home sales
|
Monument works
|
Motels
|
Painting
|
Plumbing
|
Tinsmithing
|
Trailer sales
|
Upholsteries
|
Other similar commercial activities not specifically prohibited
nor allowed as special uses

The following uses may be permitted in the VB-3 Zone as special
uses after a public hearing and a finding by the Board that such uses
are necessary and desirable in a particular location: same as VB-2
Zone.
The following are conditions where special restrictions shall apply to the uses allowed in this VB-3 Zone: All outdoor parking and storage facilities shall be developed on dust-free, all-weather surface lots screened from adjoining residential neighborhoods (see §
980-86 of this chapter).
