[HISTORY: Adopted by the Board of Trustees of the Village of Warrensburg as Title 10, Ch. 1, of the 1978 Code. Amendments noted where applicable.]
There is hereby created a Police Department, an executive department of the Village. The Police Department shall consist of the Village Marshal, who shall be the Chief of Police, and such other members as may be provided for from time to time by the President and Board of Trustees.
A. 
Office created. There is hereby created the office of the Police Chief. The Chief shall be appointed by the President and Board of Trustees.
B. 
Duties. The Chief of Police shall be keeper of the Village jail and shall have custody of all persons incarcerated therein. He shall keep such records and make such reports concerning the activities of his Department as may be required by statute or ordinance. The Chief shall be responsible for the performance by the Police Department of all its functions, and all persons who are members of the Department shall serve subject to the orders of the Chief of Police.
C. 
The Chief of Police shall have authority to incur expenditures in accordance with the Village's current Purchasing Policies and Procedures.

It shall be the duty of the members of the Police Department to see to the enforcement of all ordinances and regulations of the Village, of all statutes effective in the Village and to preserve order and prevent infractions of the law and to arrest violators thereof. Every member of the Police Department is hereby declared to be a conservator of the peace.

The Chief of Police may make or prescribe such rules and regulations for the guidance of the members of the Department as he shall see fit; such rules, when approved by the President and Board of Trustees, shall be binding on such members.
It shall be the duty of every member of the Police Department to conduct himself in a proper and law-abiding manner and to avoid the use of unnecessary force.
The Chief of Police shall be authorized to serve writs, summonses and other process, but no patrolman shall serve any such summons or process except on the order of the Chief of Police or of the Village President.

Every member of the Police Department shall appear as a witness whenever this is necessary in a prosecution for a violation of a Village ordinance or regulation or a state or federal law. But no such member shall receive any witness fee for such services in any action or suit to which the Village is a party. All fees due for such services shall, if paid, be turned over to the Village Treasurer.
The Chief of Police shall be custodian of all lost, abandoned or stolen property in the Village.

A. 
Employment. The Village of Warrensburg, Illinois, may employ part-time police officers from time to time as the Village deems necessary.
B. 
Duties. A part-time police officer shall have the responsibilities of a full-time police officer and such specific duties as delineated in the General Orders or standard operating procedures of the Warrensburg Police Department, but the number of hours a part-time officer may work within the calendar year is restricted. Part-time police officers shall be employed on such hours of duty and with such hourly compensation as determined from time to time by the President and Board of Trustees. Part-time police officers shall not be assigned to supervise or direct full-time police officers. Part-time police officers shall not be used as permanent replacements for permanent full-time police officers. Part-time police officers shall be trained in accordance with the Illinois Police Training Act (50 ILCS 705/1 et seq.) and the rules and requirements of the Illinois Law Enforcement Training Standards Board (ILETSB).
C. 
Hiring standards. Any person employed as a part-time police officer must meet the following standards:
(1) 
Be of good moral character, of temperate habits, of sound health and physically and mentally able to perform assigned duties.
(2) 
Be at least 21 years of age.
(3) 
Pass a medical examination.
(4) 
Possess a high school diploma or GED certificate.
(5) 
Possess a valid State of Illinois driver's license.
(6) 
Possess no prior felony convictions or other convictions involving moral turpitude.
(7) 
Any individual who has served in the U.S. military must have been honorably discharged.
D. 
Discipline. Part-time officers shall be under the disciplinary jurisdiction of the Chief of Police. Part-time police officers serve at the discretion of the Village authorities, shall not have any property or pension rights in said employment and shall be removed by the Village authorities at any time. Part-time police officers shall comply with all applicable rules and General Orders or standard operating procedures issued by the Police Department.

A. 
Appointment. The President of the Board of Trustees may appoint and remove auxiliary police officers in such number as he from time to time deems necessary, with the advice and consent of the Board of Trustees.
B. 
Status. Auxiliary police officers shall not be "conservators of the peace" and shall only carry firearms while on duty, with the permission of the Chief of Police, and only after completing the state-certified forty-hour mandatory firearms training course as provided under 50 ILCS 710/2. Auxiliary police officers shall not be considered to be members of the regular Police Department and shall not supplement members of the regular Police Department of the Village in the performance of their assigned and normal duties except as otherwise provided herein.

C. 
Identification symbols and uniforms. Identification symbols and uniforms worn by the auxiliary police officers shall be different and distinct from those used by the regular Police Department.
D. 
Supervision. Auxiliary police officers shall, at all times during the performance of their duties, be subject to the direction and control of the Chief of Police of the Village of Warrensburg, Illinois.
E. 
Powers and duties. Auxiliary police officers shall only be assigned to perform the following duties in the Village of Warrensburg:
(1) 
To aid or direct traffic within the municipality;
(2) 
To aid in the control of natural or man-made disasters; and
(3) 
To aid in case of civil disorder as directed by the Chief of Police.
(4) 
When it is impractical for members of the regular Police Department to perform those normal and regular police duties, however, the Chief of Police of the regular Police Department may assign auxiliary police officers to perform those normal and regular police duties.
F. 
Appointment standards. No person shall be appointed as an auxiliary police officer who has not been fingerprinted, subject to the background check, and found to have never been convicted of a felony or other crime involving moral turpitude. Auxiliary police are not required to reside within the corporate limits of Warrensburg, Illinois.
G. 
Compensation. Auxiliary police shall serve without compensation, except as may be from time to time otherwise authorized by the Board of Trustees.
