There shall be a Township Clerk appointed by the Mayor and Township
Committee. The term of office of the Clerk shall be three years which
shall run from January 1 in the year in which the Clerk was appointed.

No person shall be appointed as Township Clerk unless he shall
have a registered Municipal Clerk Certificate issued pursuant to N.J.S.A.
40A:9-133 et seq.

The Clerk's salary shall be established in the Salary Ordinance.

The Township Clerk shall:
a. Act as secretary of the municipal corporation and custodian of the
municipal seal and of all minutes, books, deeds, bonds, contracts,
and archival records of the municipal corporation. The Township Committee
may, however, provide by ordinance that any other specific officer
shall have custody of any specific other class of record;
b. Act as secretary to the Township Committee, prepare meeting agendas
at the discretion of the Township Committee, be present at all meetings
of the Committee, keep a journal of the proceedings of every meeting,
retain the original copies of all ordinances and resolutions, and
record the minutes of every meeting;
c. Serve as the chief administrative officer in all elections held in
the Township, subject to the requirements of Title 19 of the New Jersey
Statutes Annotated.
d. Serve as chief registrar of voters in the Township, subject to the
requirements of Title 19 of the New Jersey Statutes Annotated;
e. Serve as the administrative officer responsible for the acceptance
of applications for licenses and permits and the issuance of licenses
and permits, except where Statute or ordinance has delegated that
responsibility to some other Township officer;
f. Serve as coordinator and records manager responsible for implementing
local archives and records retention programs as mandated pursuant
to Title 47 of the New Jersey Statutes Annotated;
g. Perform such other duties as are now or hereafter imposed by Statute,
regulation or by ordinance or regulation.

Pursuant to the provisions of N.J.S.A. 40A:9-139, there is hereby
created the office of Municipal Attorney, who shall be designated
as "Municipal Attorney."

The Municipal Attorney shall be appointed by the Township Committee
for a term of one year or until a successor is appointed, from the
first day of January in the year of such appointment.

The Municipal Attorney shall perform such duties as are assigned
by the Township Committee.

The retainer of the Municipal Attorney shall be established
in the Salary Ordinance of the Township, additional fees to be approved
by the Township Committee.

Pursuant to the provisions of N.J.S.A. 40A:9-140, there is hereby
created the Office of Municipal Engineer.

The Municipal Engineer shall be appointed by the Township Committee.

The term of the Municipal Engineer shall be as provided by law
and until a successor is appointed, from the first day of January
in the year of such appointment.

The Municipal Engineer shall perform such duties as are assigned
from time to time by the Township Committee.

The compensation of the Municipal Engineer shall be established
by contract.

Due to the acquisition and development of lands to be used for
Recreational Purposes and the responsibility of insuring compliance
with government statutory laws and requirements, the Township Committee
believes it would be in the best interest of the Township government
and the citizens of Upper Freehold Township that all activities concerning
the development of policy for recreation uses and maintenance of the
lands and buildings be coordinated in order to provide more efficient
structure to the development of a Recreation Program in connection
with the use of Public Parks and Playgrounds in the Township.

The Municipal Coordinator of Public Parks and Playgrounds shall
recommend to the Township Committee an employee to serve as Assistant
to the Coordinator, who shall be appointed by the Township Committee.
The Assistant shall also serve at the pleasure of the Committee.

The Coordinator and Assistant shall both receive an annual stipend
as determined by ordinance. The stipend for the year 2002 shall be
pro-rated from the date of appointment.

The Coordinator of Public Parks and Playgrounds shall:
a. Serve as Liaison between recreation agencies and the Supervisor of
the Township Public Works Department; including serving as the Township's
representative to the Allentown Recreation Commission, the local Soccer
Association and the baseball organization.
b. Manage field maintenance; i.e., obtain quotes, prepare specifications
for contracts and/or secure assistance through the Township Public
Works Department to mow, fertilize, and irrigate lands; supervise
construction and maintenance of fences and structures prior to events.
c. Develop procedures and forms for facilities use in accordance with
applicable rules and regulations and in accordance with Township requirements.
d. Assist Township Committee in developing rules and procedures for
special events being cognizant of other applicable regulations and
coordinating such events.
e. Coordinate and assume responsibility for maintenance, repair, and
ordering of park fixtures in accordance with Local Public Contracts
Law.
f. Perform such other duties as may be specifically assigned by the
Township Business Administrator by direction of the Township Committee.
