A. The fee for a construction permit shall be the sum of the subcode fees listed in Subsection
A(1) through
(18) hereof, plus all applicable special fees and other lawful charges, and shall be paid in full before permit is issued.

(1) The building subcode permit fee shall be:
(a)
For new construction, including new additions, the fees shall
be determined by volume for use groups, as follows:

Use Groups B, H, I-1, I-2, I-3, M, E, R-1, R-2, R-3, R-4, U:
$0.038 per cubic foot of volume.
[2]
Use Groups A-1, A-2, A-3, A-4, F-1, F-2, S-1, S-2: $0.021 per
cubic foot of volume.
[3]
Farm use buildings, exclusively used for storage of food or
grain or the sheltering of livestock: $0.0011 per cubic foot of volume.
(Maximum fee on farms not to exceed $1,602.)

For renovations, alterations and repairs, the fee shall be determined
by the estimated cost of the work per thousand dollars or fraction
thereof.
[a]
Up to $50,000: $34 per $1,000.
[b]
Next $50,001 to $100,000: $26 per $1,000 additional.
[c]
Next $100,001 and above: $22 per $1,000 additional.

For minor work, the permit fee shall be as per Subsection
A(1)(a)[4] above.

For combinations of renovations and additions, the sum of the
fees are computed separately.

The fee for tents in excess of 900 square feet or more than
30 feet in any direction shall be $129.
[8]
The fee for roofing and siding work completed on structures
of Group R-3 or R-5 shall be $65 each, or $130 for both.

The permit to construct a swimming pool shall be as follows:
[a]
The building subcode fee to construct an in-ground swimming
pool shall be $210 for a pool with a surface area greater than 550
square feet; the fee in all other cases shall be $106.
[b]
The building subcode fee to construct an aboveground swimming
pool shall be $140 for a pool with a surface area greater than 550
square feet; the fee in all other cases shall be $70.

The fee for a permit for demolition or removal of a structure
less than 5,000 square feet in area and less than 30 feet in height
or for one- or two-family residences shall be $92; the fee shall be
$168 for all other structures.
[11]
The fee for a permit to remove a building or structure from one lot to another or to a new location on the same lot shall be the same as the demolition fee(s), plus the fee for new foundations shall be based upon volume as per Subsection
A(1)(a)[1].
(2) The plumbing subcode permit fee shall be $15 per fixture or stack,
indirect waste trap, floor drain, dishwasher, water cooler, garbage
disposal, plumbing vent, hose bib, water heater, clothes washer trap
to be installed.
(a)
For grease traps, oil separators and interceptors, backflow
preventers and water-cooled air-conditioning units, the fee shall
be $91.
(b)
For the issuance of a permit for the construction, extension
or rearrangement of a building sewer, the fee shall be $91.
(c)
For each reinspection or partial inspection of plumbing work
requested by the permittee or caused by the failure of the licensee
to comply with the provision of the code or permit issued, the fee
shall be $58.
(d)
For the issuance of a permit for construction, extension or
rearrangement of an existing storm drain, the fee shall be $91.
(e)
For the issuance of a permit for a proposed new water service
to a building, the fee shall be $91.
(f)
For the issuance of a permit for a steam boiler, hot-water boiler
(except those used for domestic hot water), gas piping, gas service
entrance, active solar system, sewer pump, fuel oil pumping, or refrigeration
unit, the fee shall be $91.
(g)
For backflow annual testing, the fee shall be $75.
(3) The electrical subcode permit fee shall be set forth in the following
schedules:
(a)
For one to 50 receptacles, switches and fixtures, the fee shall
be in the amount of $50. For each additional 25 receptacles or fixtures,
the fee shall be an additional $9. For the purpose of computing this
fee, receptacle or fixtures shall include lighting outlets, wall switches,
fluorescent fixtures, convenience receptacles or similar fixtures
and motors or devices of up to one horsepower or one kilowatt.
(b)
For each motor or electrical device of more than one horsepower
or one kilowatt, the fee shall be as follows:

One kilowatt to 10 kilowatt/one horsepower to 10 horsepower:
$15.
[2]
Each motor or device, 10 to 50 horsepower: $65.
[3]
Each motor or device, 50 to 100 horsepower: $129.
[4]
Greater than 100 horsepower: $640.
(c)
For the purpose of computing this fee, all motors shall be counted
except those in plug-in appliances, including control equipment, generators,
transformers and all heating, cooking or other devices consuming or
generating electrical current.
(d)
For each service panel of 225 amperes capacity or less, the
fee shall be $65. For each service greater than 225 amperes capacity
to 1,000 amperes, the fee shall be $129. For each service greater
than 1,000 amperes, the fee shall be $640.
(e)
Private swimming pool, spa, hot tub, or fountain: $77.
(f)
Solar/photovoltaic, 1 to 50 kilowatt: $65. Solar/photovoltaic,
51 to 100 kilowatt: $129. Solar/photovoltaic greater than 100 kilowatts:
$640.
(4) The fire subcode permit fee shall be as set forth in the following
schedule:
(a)
One to 20 sprinkler heads and detectors: $91; 21 to 100 sprinkler
heads and detectors: $168; 101 to 200 sprinkler heads and detectors:
$321; 201 to 400 sprinkler heads and detectors: $831; 401 to 1,000
sprinkler heads and detectors: $1,150; over 1,000 sprinkler heads
and detectors: $1,469.
(c)
Each independent dry manufactured suppression system: $129.
(d)
Each gas- or oil-fired appliance that is not connected to the
plumbing system: $65.
(e)
Each commercial kitchen exhaust system: $65.
(f)
Each installation or removal of oil tanks: $65.
(g)
Each inspection residential fire inspection which is required
for resale or new tenants, the fee shall be $75. There shall be a
rush fee of $25 if inspection is required to be made within seven
days of the request. Each applicant for inspection shall complete
and remit the Fire Inspection Request Form to the Fire Official.
(5) Mechanical subcode.
(a)
The fee shall be $75 for the first device and $35 for each additional
device inspected by a mechanical inspector, only in a Group R-3 or
R-5 structure.
(b)
No separate fee shall be charged for gas, fuel oil or water
piping connections with the mechanical equipment inspected.
(c)
A flat fee of $140 shall be charged for each new or replacement
complete HVAC system installation, consisting of, but not limited
to, a furnace, compressor, a coil, drip pan, condensate pump or discharge
line, humidifier, combustion air or any combination thereof.
(6) Special permits:
(a)
The permit fees for the pylon signs for the first 100 square
feet: $6; $4.75 for the next 400 square feet; and $3.50 thereafter.
(b)
The permit fees for the signs on ground or wall for the first
100 square feet: $3; $2.10 for the next 400 square feet; and $1.40
thereafter.
(c)
In the case of a double-faced sign, only one side of the sign
shall be used for the purpose of computation. Minimum fee shall be
$65.
(d)
Temporary signs used for the promotion of civic, public welfare
or charitable purposes conducted by not-for-profit corporations with
offices in the Borough of Riverton, which are to be displayed for
a period not to exceed 30 days, shall be charged a minimum fee of
$25.
(e)
The permit fee to construct a fence shall be determined by the
estimated cost at $24 per $1,000 of value or fraction thereof.
(f)
The fee to reinstate a construction permit which has lapsed
or has been suspended shall be $65 for each subcode and special permit
included in the original construction permit, and still incomplete.
(g)
The permit fee to construct the following miscellaneous structures
shall be:

Use Group U (temporary) flat fee: $58.
[2]
Open structural towers flat fee: $75.
[3]
Satellite antenna flat fee: $58.
(7) Certificates of occupancy and/or approval.
(a)
The fee for a certificate of occupancy shall be 10% of the total
permit fees, with a minimum fee of $39.
(b)
The fee for a certificate of approval or use shall be 10% of
its total permit fees, with a minimum fee of $5.
(c)
The fee for a certificate of occupancy granted pursuant to a
change of use shall be $168.
(d)
The fee for a certificate of continued occupancy shall be $168.
(e)
The fee for temporary certificate of occupancy extension is
$39.
(f)
The fee for the annual electrical inspection of a swimming pool,
spa or hot tub shall be $50. The fee for each additional swimming
pool, spa or hot tub on site shall be $34.
(8) The fee for plan review shall be 20% of the estimated amount to be
charged for the construction permit and shall be credited toward the
amount of the fee to be charged for the construction permit, but is
not refundable if the permit is not issued.
(9) Application for variation.
(a)
The fee for an application for a variation shall be:

Class I structures: $821.
[2]
Class II and Class III structures: $168.
(b)
The fee for resubmission of an application for a variation shall
be:

Class I structures: $321.
[2]
Class II and Class III structures: $91.
(10) The fees for the periodic reinspection of equipment and facilities
granted a certificate of approval for a specified duration in accordance
with N.J.A.C. 5:23-2.23 shall be as follows:
(a)
For hazardous uses and places of assembly requiring reinspection
every three months, the fee shall be $46 for occupancies up to 12,000
square feet and $10 for each additional 10,000 square feet.
(b)
For cross connections and backflow preventers that are subject
to testing, requiring a reinspection every three months, the fee shall
be $46 for each device when they are tested (thrice annually) and
$75 for each device when they are broken down and tested (once annually).
(11) Annual construction permits. The fee to be charged for an annual
construction permit shall be charged annually and based upon a flat
fee multiplied by the number of maintenance workers employed by the
facility and who are primarily engaged in work that is governed by
a subcode. Managers, engineers and clericals shall not be considered
maintenance workers for the purpose of establishing the annual construction
permit fee. Annual permits may be issued for the building/fire protection,
electrical and plumbing. Fees shall be as follows:
(a)
One to 25 workers (including foreman): $933 per worker.
(b)
Each additional worker over 25: $329 per worker.
(c)
Prior to the issuance of the annual permit, a training registration
fee of $196 per subcode shall be submitted by the applicant to the
Department of Community Affairs, Bureau of Technical Assistance, Training
Section, along with a copy of the construction permit (Form 170-A).
Checks shall be made payable to: Treasurer, State of New Jersey.
(12) Department of Community Affairs (DCA) training fee. In order to provide
for the training, certification and technical support programs required
by the Uniform Construction Code Act and the regulations, the enforcing
agency shall collect, in addition to the fees specified above, a surcharge
fee to be calculated in accordance with N.J.A.C. 5:23-4.19, as amended
and supplemented from time to time.
(13) Minimum fee(s). The minimum fee for a construction permit shall be
$65 per subcode.
(14) Administrative surcharge. The local enforcing agency shall charge
an administrative surcharge which will be levied at 15% on the sum
of the permit fees of each subcode where serviced by a private, on-site
inspection and plan review agency, with a minimum charge of $5.
(15) All permit fees will be rounded out to the nearest dollar amount
with the exception of DCA state training fees which will be computed
to the exact penny.
(16) Elevators.
(a)
Plan review fees.

The fee for plan review for elevator devices of structures in
Use Groups R-3, R-4, or R-5 and for elevator devices wholly within
dwelling units in structures of Group R-2 shall be $70 for each device.

The fee for plan review for elevator devices in structures in groups other than R-3, R-4, or R-5 and devices in structures of Group R-2 exempted by Subsection
A(16)(a)[1] above shall be $365 for each device.
(b)
Registration fees. The initial registration fee for each elevator
device in any structure that is not in Use Group R-3 or R-4 shall
be $50. A reregistration fee of $50 shall be required for each structure
containing one or more elevator devices upon change of ownership.
(c)
The fees for elevator device inspections and tests shall be
as set forth in N.J.A.C. 5:23-12.
(17) Certificate fees. A flat fee of $26 will be charged for a certificate
of compliance.
(18) Any fees not specifically enumerated in the foregoing schedule shall
be in accordance with N.J.A.C. 5:23-4.20, as amended and supplemented
from time to time.
B. Waiver of construction permit fees.

(1) No person shall be charged a construction permit surcharge
fee or enforcing agency fee for any alteration designed and undertaken
solely to promote accessibility by disabled persons to his/her own
single-family residence or any of the facilities contained therein.
(2) A disabled person, or parent or sibling of a disabled
person, shall not be charged for a permit for any reasonable and necessary
alteration which promotes accessibility to his or her existing own
single-family residence.
(3) "Disabled person," as used in this subsection is defined
as a person who has the total and permanent inability to engage in
any substantial activity by reason of any medically determinable physical
or mental impairment, including blindness, and shall include but not
be limited to any resident who is disabled pursuant to the Federal
Social Security Act (42 U.S.C. 416) or the Federal Railroad Retirement
Act (45 U.S.C. 231 et seq.) or is rated as having 60% disability or
higher pursuant to any federal law administered by the United States
Veterans Act. For purposes of this subsection, "blindness" shall be
defined as central visual acuity of 20/200 or less in the better eye
with the use of a correcting lens. An eye that is repaired by a limitation
in the field of vision such that the widest diameter of the field
subtends an angle no greater than 20° shall be considered as a
central visual acuity of 20/200 or less.
(4) Alterations under this subsection shall include the
installation of ramps, handrails, walkways and the alteration to or
installation of bathrooms, bedrooms and kitchens or that portion of
any addition which is intended to provide for any of the above.
(5) Except as otherwise provided in Subsection
B(4), this fee waiver shall not include any additions to an existing single-family residence.
(6) This fee waiver shall not include construction of
any new single-family residences which will provide handicapped accessibility.
This chapter shall take effect on January 1,
1977.
