When the Chief of Police or his designee declares a snow/storm emergency, such as when snow is falling and accumulating or heavy rains are falling and streets/roads are flooding, the Police Department will enforce this article and request the assigned police on-duty towing company to remove any vehicles in violation of this article at the owner's/lessee's expense.
The prohibited parking emergency set forth under this article shall remain in effect until the snow, rain or flooding has ceased and the streets have been plowed, cleared of debris, snow, ice, water and/or flooding to the extent that parking will not interfere with the normal flow of traffic and deemed safe to traverse.
Unless another penalty is expressly provided by New Jersey statutes, every person convicted of a violation of a provision of this Article VII or any supplement thereto shall be liable to a penalty of a fine of $54 for each violation. In addition to this penalty, the owner or lessee thereof shall pay the cost of the removal and storage of the vehicle to the assigned tow company.
