§ 498-7 Use of sidewalks by motor vehicles.

No person shall operate a motor vehicle or tractor upon any sidewalk in the Borough; nor shall any person operate a motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose.

§ 498-8 Speed limits established.

The speed limit for both directions of traffic along the highways or parts thereof described below is hereby established at the rate of speed indicated.

§ 498-9 Traffic control signals.

Traffic control signals shall be installed and operated at the intersections of those highways described below.

§ 498-11 U-turns.

§ 498-12 Turns at intersections.

Tractor, trailer or tractor-trailer combination. No person operating a tractor, trailer or tractor-trailer combination having a registered gross weight in excess of 10,000 pounds shall make a turn of the kind designated (left, right, all) at any of the intersections described below.

§ 498-14 Through highways.

§ 498-16 Stop intersections.

The intersections described below are hereby established as stop intersections, and official stop signs shall be erected in such a position upon the first-named highway as to face traffic approaching the second-named highway in the direction or directions indicated. § 498-17 Yield-right-of-way intersections.

The intersections described below are hereby established as yield-right-of-way intersections, and official yield signs shall be erected in such a position upon the first-named highway as to face traffic approaching the second-named highway in the direction or directions indicated. All vehicles and tractors approaching any such intersection upon the first-named highway, in the direction or directions indicated, shall yield the right-of-way to any vehicle in the intersection or approaching on the second-named highway so closely as to constitute an immediate hazard during the time that the operator of such vehicle or tractor is moving across or within such intersection.

§ 498-18 No-passing zones.

The zones described below are hereby established as no-passing zones, and it shall be unlawful for any person driving a vehicle to pass any other vehicle which is proceeding in the same direction.

§ 498-19 Closing of certain highways to certain vehicles.

It shall be unlawful for any person to operate any vehicle or tractor, except a passenger vehicle (but not including any passenger vehicle drawing any trailer or towing any other vehicle), upon any of the portions of the highway described below; provided, however, that nothing herein shall prohibit the operation of any commercial vehicle or tractor upon any highway or portion thereof listed below where such operation thereon shall be necessary in order to pick up or deliver any goods, wares, merchandise or material from or to any premises located upon any such highway or portion thereof.

§ 498-20 Operation of vehicles on closed highways.

It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the Borough that is under construction, resurfacing or repair, in disregard of any official sign, barricade or notice that the same is closed to vehicular traffic.

§ 498-21 Accident reports.

The operation of any motor vehicle involved in an accident in the Borough and required by law to report such accident to any department or agency of the Commonwealth of Pennsylvania, or any other person required to make such report, shall, at the time of making such report to the commonwealth, make a written report to the Chief of Police of the Borough containing the same information.

§ 498-22 Operation of vehicles on levee.

It shall be unlawful for any person to operate any motorized vehicle or bicycle in the Borough on any Borough levee in disregard of any official sign, gates, or notice that the same is closed to vehicular and bicycle traffic except for authorized levee repair and maintenance or for emergency purposes. The signs shall read as follows: "Motorized vehicles and bicycles prohibited."

The signs shall be posted on the following streets that have access to the Chemung River levee: Canal Street; Elm Street; Bridge Street; Central Avenue; Chestnut Street; North Street; and Elmira Street access.

§ 498-23 Emergency access and levee maintenance.

The Borough shall continue to own and maintain the right-of-way portion of the levee from the edge of the street pavement and/or the end of the cart path where the vehicular traffic stops, then continuing in a westerly direction across the flood protection works known as the Chemung River levee on the existing public right-of-way to the low water mark of the Chemung River as previously laid out by the Borough. The Borough shall continue their ownership of said land for the public health, safety and welfare of the Borough residents in order to specifically maintain the levee and for emergency access to the Chemung River. Said levee will be maintained according to the Army Corps of Engineers Levee Owner’s Manual for Flood Control Works and amendments. The Borough prohibits any structure as defined under the Municipalities Planning Code (including but not limited to sidewalks or pavement) on the levee unless authorized by the Army Corps of Engineer. Therefore the Borough also prohibits any activity unless authorized by the Army Corps of Engineer.
