No person shall operate a motor vehicle or tractor upon any sidewalk in the Borough; nor shall any person operate a motor vehicle upon or across any sidewalk except in order to gain access to or egress from a driveway or alley at such locations where the curb, if such sidewalk is curbed, shall have been properly cut down for the purpose.

It shall be unlawful for any person to operate any vehicle or tractor upon any highway in the Borough that is under construction, resurfacing or repair, in disregard of any official sign, barricade or notice that the same is closed to vehicular traffic.
The operation of any motor vehicle involved in an accident in the Borough and required by law to report such accident to any department or agency of the Commonwealth of Pennsylvania, or any other person required to make such report, shall, at the time of making such report to the commonwealth, make a written report to the Chief of Police of the Borough containing the same information.

A. 
It shall be unlawful for any person to operate any motorized vehicle or bicycle in the Borough on any Borough levee in disregard of any official sign, gates, or notice that the same is closed to vehicular and bicycle traffic except for authorized levee repair and maintenance or for emergency purposes. The signs shall read as follows: "Motorized vehicles and bicycles prohibited."
B. 
The signs shall be posted on the following streets that have access to the Chemung River levee: Canal Street; Elm Street; Bridge Street; Central Avenue; Chestnut Street; North Street; and Elmira Street access.

The Borough shall continue to own and maintain the right-of-way portion of the levee from the edge of the street pavement and/or the end of the cart path where the vehicular traffic stops, then continuing in a westerly direction across the flood protection works known as the Chemung River levee on the existing public right-of-way to the low water mark of the Chemung River as previously laid out by the Borough. The Borough shall continue their ownership of said land for the public health, safety and welfare of the Borough residents in order to specifically maintain the levee and for emergency access to the Chemung River. Said levee will be maintained according to the Army Corps of Engineers Levee Owner’s Manual for Flood Control Works and amendments. The Borough prohibits any structure as defined under the Municipalities Planning Code (including but not limited to sidewalks or pavement) on the levee unless authorized by the Army Corps of Engineer. Therefore the Borough also prohibits any activity unless authorized by the Army Corps of Engineer.
