Items placed for recycling or solid waste pickup by the owner
or occupant in the owner's or occupant's curb or pickup area shall
be reserved for the Town.

It shall be unlawful for any person who is not authorized by
the Town or property owner or occupant, or the property owner's or
occupant's designated representative, to recover, salvage, scavenge,
or otherwise remove, or cause to be recovered, salvaged, scavenged,
or otherwise removed, any recoverable material that has been placed
to be picked up by the Town or its vendors, including material from
any bin, or other container, including but not limited to recycling
bins.

Violation of this article shall be a municipal infraction as
provided in § 6-102 of the Local Government Article of the
Annotated Code of Maryland punishable by a fine in the amount of $250
for the first offense and a fine in the amount of $500 for each subsequent
offense. Each instance shall constitute a separate offense.
