No building or zoning permit shall be issued by the Town when at the time of such application the applicant, owner of the property or the property itself is subject to outstanding fines, charges, taxes, or assessments due the Town or is in violation of the Town's Charter or Chapter 120, Comprehensive Development, of this Code. This article is addition to all other rules, ordinances and resolutions authorizing and regulating the issuance of building and zoning permits.
