It is hereby declared unlawful for any person, persons, firms
or corporations to place or put any garbage, ashes, debris, cinders
or refuse matter in the streets or alleys of the City of Dexter, Missouri.

It shall be unlawful for any person, persons, firms or corporations
to keep stored in any residential property within the City of Dexter,
Missouri, any garbage, ashes, debris, cinders or refuse matter for
a period of five (5) days and on any business property for a period
of three (3) days. Provided, that garbage may be fed to chickens,
poultry or domestic fowls or animals in that part of the City of Dexter,
Missouri, where the same are not prohibited by ordinance from being
kept and, further provided, that the same shall be kept only in such
quantities as shall be consumed or devoured by such poultry or domestic
animals.

It is hereby prohibited for any person to park a motor vehicle
in such a manner as to block a private driveway to a residence or
business within the City limits of the City of Dexter, Missouri. Any
person, persons, firm or corporation violating this Section shall
be deemed guilty of a misdemeanor.

It is hereby prohibited and declared to be a misdemeanor for
any person to conduct a yard sale or a garage sale more than three
(3) days in any one (1) month or to allow the operation of a yard
sale or garage sale for more than three (3) days during any one (1)
month at any location within the City of Dexter, Missouri.

A. No
person except a public officer or employee in the performance of a
public duty shall paint, post, paste, print, nail, stamp, tack or
otherwise fasten any card, banner, handbill, sign, sticker, poster
or advertisement, notice or advertising device of any kind calculated
to attract the attention of the public or cause the same to be done
on any curbstone, curb, lamppost, pole, hydrant, bridge, wall or tree,
or upon any fixture or fire alarm, Police or telephone system of the
City, or upon any public sidewalk, street, alley or other public place
except as may be required by ordinance or law, or to construct or
maintain any sign or sign device upon any sidewalk, street, alley
or other public place; provided however, that temporary signs pertaining
to drives or events of civic, philanthropic, educational or religious
organizations may be permitted with the written consent of the Chief
of Police.
B. Any person desiring to obtain a permit for a temporary sign as authorized in Subsection
(A) shall submit a written request to the Chief of Police stating the size, location, exact wording, date and purpose of the event to be held and shall state the time said temporary sign will be displayed. The Chief of Police shall in his/her discretion authorize said temporary sign so long as it is in keeping with the provisions of Subsection
(A) and shall in his/her authorization set forth the exact dates said temporary sign may be displayed, provided that said signs shall be displayed no more than thirty (30) days before said event and are removed within seven (7) days following the event.

A. The
City Administrator and/or his/her designee, hereinafter referred to
as the "Director," shall have full authority and responsibility to
plant, prune, maintain and remove trees and woody plants growing in
or upon all municipal streets, rights-of-ways, City parks and other
public property. This shall include the removal of trees that may
threaten electrical, telephone, gas or any municipal water or sewer
line, or any tree that is affected by fungus, insect or other pest
disease.
B. It
shall be unlawful for any person, firm or corporation to damage, remove
or cause the damage or removal of a tree on public property without
written permission from the Director. It shall be unlawful for any
person, firm or corporation to attach any cable, wire or signs or
any other object to any street, park or public tree. It shall be unlawful
for any person, firm or corporation to "top" any public tree. Trees
severely damaged by storms or other causes, where best pruning practices
are impractical, may be exempted from this provision at the determination
of the Director.
C. Any
person, firm or corporation violating any provision of this Section
shall be deemed guilty of an infraction and shall be subject to a
fine not to exceed five hundred dollars ($500.00) for each offense.
