The Borough Council of the Borough of Raritan, deeming it necessary
for the proper and efficient conduct of the affairs of the municipality
and particularly so to create a system of team sports programs committees,
programs and Borough events, hereby establishes and creates a Recreation
Committee and Recreation Department.
The Recreation Committee shall consist of seven public members
to be appointed for staggered three-year terms. Members shall be either
residents of Raritan Borough or nonresidents who are employees of
Raritan Borough. All such appointments shall be made by the Mayor
upon the advice and consent of the Borough Council. The Recreation
Committee shall select its Chair.
The Recreation Committee shall perform such duties and have
such powers as are delegated to it by this section or by resolutions
of the governing body of the Borough of Raritan. The Borough Council,
upon recommendation of the Recreation Committee, shall have the full
and complete authority and power to expend monies raised for the operation
of recreational fields and parks within the Borough and all team sports
programs thereon as well as the operation, organization and marketing
of committee events within the Borough.
The Recreation Committee, in conjunction with the Recreation
Department Director and under the supervision of the Borough Council,
shall supervise methods and arrangements for the proper maintenance
and care of the lands and improvements with the Borough recreation
fields and parks and all structures thereon now or hereafter owned
by the Borough and all team sports programs; shall formulate rules
and regulations for the public use of said areas and all team sports
programs; shall submit annually the requested budget indicating what
sums may be necessary for the performance of the above functions and
duties; shall recommend to the Borough Council a schedule of fees
and charges to be made for the use of Borough facilities in participating
in a team sports activity, use or purchase of equipment and uniforms,
participating in organized sports and activities and for such other
purposes as may be deemed reasonable and proper by the Borough Council;
and in all respects operate through and under the direction of the
Borough Council in accordance with the administrative procedures and
regulations of the Code of the Borough of Raritan. However, the Recreation
Committee and its members shall have no power to take any action on
behalf of the Borough of Raritan, or to take any other action, other
than what is set forth within this section. In addition, the Recreation
Committee, in conjunction with and under the supervision of the Borough
Council, shall supervise methods and arrangements for the proper operation,
organization and marketing of community programs and events within
the Borough, shall formulate strategic plans for the development of
community programs and events within the Borough, with the express
understanding that such programs shall be designed to celebrate the
community history and spirit of Raritan, and shall be entrusted with
the planning and development of holiday events and those events which
embody the community spirit of Raritan and with such other programs
and events as the Borough Council may authorize.
There should be two alternate members to be appointed to the
Recreation Committee to be designated as "Alternate No. One" and "Alternate
No. Two." The length of terms shall, for the initial appointment,
be three years for Alternate No. One and two years for Alternate No.
Two. Thereafter, the terms shall each be for three years. Appointment
shall be made by the Mayor in his or her discretion. A vacancy occurring
other than by expiration of a term shall be filled by the governing
body for the expired term only. No alternate member shall be permitted
to act on any matter in which the alternate member has, directly or
indirectly, any personal financial interest. An alternate member may,
after a public hearing if he/she requests one, be removed by the governing
body for cause. Alternate members may participate in discussions of
the proceedings, but may not vote except in the absence or disqualification
of a regular member of the Recreation Committee. A vote shall not
be delayed in order that a regular member may vote instead of an alternate
member. In the event that a choice must be made as to which alternate
member is to vote, Alternate No. One shall vote.
