A certain document, three copies of which are on file in the office of the City Administrator of the City of Bradford, being marked and designated as the "International Property Maintenance Code, 2012 edition," as amended by the City of Bradford, is hereby adopted as the Property Maintenance Code of the City of Bradford, in the Commonwealth of Pennsylvania, for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use, and the demolition of such existing structures as herein provided; providing for the issuance of permits and collection of fees therefor; and each and all of the regulations, provisions, penalties, conditions and terms of said Property Maintenance Code on file in the office of the City of Bradford are hereby referred to, adopted, and made a part hereof, as if fully set out in this legislation, with the additions, insertions, deletions and changes, if any, prescribed in § 163-2 of this chapter.
The following ordinances are hereby repealed by the enactment
of this chapter, as the provisions thereof are contained in this new
chapter:

If any section, subsection, sentence, clause or phrase of this
chapter is, for any reason, held to be unconstitutional, such decision
shall not affect the validity of the remaining portions of this chapter.
The City Council of the City of Bradford hereby declares that it would
have passed this law, and each section, subsection, clause or phrase
thereof, irrespective of the fact that any one or more sections, subsections,
sentences, clauses and phrases be declared unconstitutional.
Nothing in the Property Maintenance Code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing, under any act or ordinance hereby repealed as cited in § 163-3 of this chapter; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this chapter.
The City Administrator is hereby ordered and directed to cause
this chapter to be published in a newspaper in general circulation.

A.
Establishment. The Review and Advisory Committee is hereby established.
B.
Duties. The committee shall do the following:
(1)
Gather information from municipal officials, property maintenance
inspectors, and property owners concerning issues with the standards
adopted by this chapter.
(2)
Beginning with the 2021 International Property Maintenance Code,
the committee shall review the latest triennial revision for changes.
(3)
Submit all proposed changes to standards adopted by this ordinance
to the City Administrator's office within 12 months of the official
publication of the most recent IPMC.
C.
Criteria for standards. The committee shall apply the following criteria
to any proposed change to the adopted standards:

The committee shall consist of five members with two alternate positions.
The director of DPMI, the Building Code Official, the Fire Code Official,
and the Health Officer or Director shall be members of the committee.
E.
Technical support. The committee may solicit individuals who are
qualified by training or experience to provide expert input at the
discretion of the City Administrator.

The provisions of Chapter 212, Violation Tickets, shall apply as the enforcement mechanism for violations of this chapter.
This chapter and the rules, regulations, provisions, requirements,
orders and matters established and adopted hereby shall take effect
and be in full force and effect 60 days from and after the date of
its final passage and adoption.
