Words and phrases, when used in this chapter, shall have the meanings ascribed to them in the Vehicle Code of Pennsylvania, as now enforced, or as hereafter amended, enacted or reenacted, except that, in this chapter, the word "street" may be used interchangeably with the word "highway," and shall have the same meaning as the word "highway" as defined in the Vehicle Code. The singular shall include the plural, the plural shall include the singular and the masculine shall include the feminine.

No person shall park a vehicle at any time upon any of the following-described streets or parts thereof as posted with appropriate signage by the Borough:

No person shall park a vehicle upon any Borough street during snow removal from November 1 through April 15.
C. 
Abandoned, junked, unregistered, uninspected and derelict vehicles or equipment shall not be parked on any Borough street at any time.
D. 
The Borough may post "Tow Away Zone" signage and tow away vehicles in any area subject to the parking restrictions in this section.
E. 
Limited parking permits. The Chief of Police or his designee shall have the authority to permit on-street parking on Borough streets in limited areas and for limited time periods upon the advance request of a Borough resident for the purposes of providing on-street parking for special events or gatherings. In no event shall such on-street parking create a hazard to pedestrian or vehicular safety as determined in the sole discretion of the Chief of Police or his designee. The Chief of Police shall establish the necessary forms and/or procedure to process a request for limited on-street parking.
F. 
Any person who violates any provision of the parking regulations in this section shall be subject to a fine of not more than $50 and costs; provided, however, that it shall be the duty of the Borough police officers to report all violations of any parking provision of this section, indicating, in each case, the section violated, the license number of the vehicle involved in the violation, the location where the violation took place and any other facts that might be necessary in order to secure a clear understanding of the circumstances attending the violation. The police officer making the report shall also attach to or place upon every such vehicle a notice stating that the vehicle was parked in violation of this section. Parking violation penalties shall be $20 if paid within 48 hours of the issuance of the notice; between 48 hours and 168 hours, the penalty shall be $25. Failure to pay the penalty shall result in a summary offense charge filed with the district magistrate, and upon conviction the person shall pay a fine up to the amount set forth herein.

Any person violating this section, shall, upon conviction thereof, pay a fine of $35, plus costs. Any person exceeding the maximum speed limit by more than five miles per hour shall pay an additional fine of $2, per mile for each mile in excess of five miles per hour over the maximum speed limit.
A. 
The following intersections located in the Borough are hereby declared to be stop intersections, and official stop signs shall be erected (or are hereby confirmed if heretofore erected) in such a position as to face traffic approaching the second-named street upon the first-named street in the direction or directions hereby indicated. Every driver of a vehicle approaching the intersection on the first-named or stop street, in the direction indicated in each case, shall stop the vehicle as required by § 3323(b) of the Vehicle Code, and shall not proceed into or across the second-named or through street until he has followed all applicable requirements of that section of the law:

The following section of highway shall be designated as a "No Passing Zone" for vehicles traveling in either direction to be marked with appropriate signs erected at the beginning and end of such zone:

A. 
On the following streets or parts of streets, by authority granted by § 4902(a) of the Vehicle Code, it shall be unlawful for any person or persons to drive any vehicle or combination having a gross weight in excess of the maximum prescribed below for that street or part of street, as the case may be:

Provided, that nothing in this section shall prohibit any person from driving a school bus or an emergency vehicle on any of those streets or parts of streets, or from driving on any of those streets or parts of streets a truck or other commercial vehicle making a local delivery to, or a pickup from, premises located along that street or part of a street.
C. 
Any person operating a vehicle or combination upon a street in violation of this section shall be prosecuted under §§ 4902(a) and 4902(g)(1) of the Vehicle Code, and, upon conviction, shall be sentenced to pay a fine of $150 plus $150 for each 500 pounds, or part thereof, in excess of 3,000 pounds over the maximum allowable weight, plus costs.
For the purposes of this chapter, when a commercial vehicle is being operated in violation of any of the provisions of this chapter, the employer of the person operating the vehicle shall be in violation of this chapter in addition to his, her or its employee.
All vehicle and traffic regulations of a permanent nature shall be enacted as ordinances, as parts of ordinances, as amendments to ordinances, or as amendments to this chapter, except where the law specifically authorizes less formal action.
The provisions of this chapter, so far as they are the same as those of ordinances and regulations in force immediately before the enactment of this chapter, are intended as a continuation of those earlier ordinances and regulations, and not as new enactments. Nothing in this chapter shall affect any act done or liability incurred, or any suit or prosecution pending or to be instituted under any of those repealed or superseded ordinances or regulations.
