A. 
The Police Training Center shall be made available on a first-come-first-served basis to federal, state and local law enforcement agencies by submitting an application to the Director of Public Safety and Chief of Police stating the number of days, number of officers and times within which the agency seeks the use of the facility.
B. 
The facility shall only be used by outside law enforcement agencies so long as it does not interfere with the use of the facility by the City of Vineland and Vineland Police Department.
C. 
Outside law enforcement agencies may only reserve the facility on a first-come-first-served basis.
A. 
The Director of Public Safety, Chief of Police and Chief Financial Officer of the City of Vineland shall be responsible for establishment of fees for the use of the facility based upon the cost accounting records for operation of the facility. For the year 2023, the rate determination shall be $70 per officer utilizing the facility. Furthermore, each approved agency must provide their current roster to the City of Vineland no later than the 15th day of January of each year to determine their fee for the upcoming calendar year.
B. 
Annual review. The Director of Public Safety, Chief of Police and Chief Financial Officer shall review annually the cost accounting records for the operation of the facility and the fee for use shall be adjusted annually as required and filed in the offices of the Municipal Clerk and Chief of Police. The accounting records shall be available for review by the public in said offices.
A. 
At all times, all people and agencies utilizing the facility shall abide by the policies and procedures of the City of Vineland, Attorney General guidelines and rules and regulations of the Vineland Police Department.
B. 
All outside agencies utilizing the facility shall provide a policy of insurance in an amount as recommended by the City Solicitor and the City's insurance carrier naming the City as an additional insured.
