[HISTORY: Adopted by the Mayor and Council of the Town of Sykesville 3-8-2021 by Ord. No. 2021-02. Amendments noted where applicable.]
A. 
The Sykesville Parks and Recreation Commission of the Town of Sykesville is hereby created and hereinafter referred to in this chapter as "SPARC."
B. 
SPARC shall consist of seven members appointed by the Mayor with the consent of the Council.
C. 
The term of appointment for membership on SPARC shall be for a period of three-year staggered terms of office.
D. 
The Town Council shall appoint a member of the Council to serve as a nonvoting member and liaison to SPARC.
Subject to the supervision, the budgetary policies and appropriations, and approval of the Council, and subject to the laws, ordinances and regulations of the Town of Sykesville, the powers and the duties of SPARC shall be as follows:
A. 
To make recommendations to the Mayor and Council regarding all questions of general policy relating to parks and recreation within the Town of Sykesville.
B. 
To make recommendations to the Mayor and Council regarding schedules of user fees and rates for the use of any Town-owned parks or recreation facilities.
C. 
To make recommendations to the Mayor and Council regarding rules and regulations for the uses of all Town-owned park and recreation facilities and for the participation by groups and individuals participating in its Town recreation programs.
D. 
To make recommendations to the Mayor and Council regarding participation with any federal, state, county or local government or any other governmental agency or citizen's group in providing, establishing, conducting and maintaining adequate recreation facilities, programs and activities.
A. 
SPARC shall, by majority vote, elect a member or members of SPARC to serve as Chairperson or co-Chairpersons. The term of the Chairperson shall be for one year. Such Chairperson shall be eligible for election to serve additional terms as Chairperson. This election shall occur each year in January. In the absence of a Chairperson to conduct the election described herein, the election shall be conducted by the nonvoting member of the City Council appointed as liaison to SPARC.
B. 
SPARC shall, by majority vote, elect a Secretary. The Secretary is not required to be a member of SPARC. The term of the Secretary shall be for one year. Such Secretary shall be eligible for election to serve additional terms as Secretary. This election shall occur each year in January.
A. 
Resignation. Any member of SPARC may resign at any time by providing written notice to the Chairperson of the Board and the Mayor and Council. Such resignation shall be effective on the date specified in such written notice.
B. 
Removal. Any member of SPARC may be removed, with or without cause, by the Mayor.
C. 
Vacancies. Vacancies on SPARC shall be filled by the Mayor with the consent of the Council, for the unexpired term.
Reasonable expenses of members of SPARC related to SPARC matters may be submitted to the Town for reimbursement of the Town.
A. 
Meetings. SPARC shall hold a regular meeting as deemed necessary by SPARC and shall provide notice of the date, time and location of the meeting. All SPARC meetings shall be open to the public and comply with the provisions of the Open Meetings Act.[1]

B. 
Quorum. A majority of the members of SPARC shall constitute a quorum. No business shall be conducted at any meeting of SPARC unless a quorum shall be present.
C. 
Agenda. All meetings shall operate under an agenda listing the items to be discussed and the business before SPARC. This agenda shall be posted on the Town's website as far in advance of the meeting as possible.
D. 
Minutes. As soon as possible after SPARC meets, it shall have written minutes of its session prepared.
