All Village Planning Board and Zoning Board members shall attend and
successfully complete the Rockland Municipal Planning Federation certification
courses, consisting of a general education course pertinent to all Boards,
a basic course geared for a specific Board and an update course of case law
and state legislation related to land use issues.
The Board member shall have two years to complete the certification,
unless extended by the Village Board of Trustees as set forth below.
A recertification shall be provided biannually consisting of attendance
at an update course of case law and state legislation offered by the Federation.
Lack of certification shall in no way affect a member's ability
to serve on a Board or vote on matters coming before that Board.
The Board of Trustees may grant extensions of time for certification
and rectification of Planning and Zoning Board members for good cause shown,
but shall not waive the certification or recertification requirements except
in the case of extraordinary circumstances brought to the attention of the
Village Board.
