There shall be a Department of Human Services,
the head of which shall be the Director.

A. Within the Department there shall be an Office of
Health with a Health Officer who shall be qualified in accordance
with state statutes.
B. The powers and duties of the Office are to:
(1) Exercise the functions, powers and duties under Title
26 of the New Jersey Revised Statutes, except that the Council shall
exercise all local legislative powers under that title;
(2) Plan and administer a comprehensive public health
program, including environmental sanitation, communicable disease
control, health education, laboratory services and other authorized
services;
(3) Administer and enforce the local health ordinances.

A. Within the Department there shall be an Office of
Social Services. The Office of Social Services shall provide supportive
and social services to residents in need, with the exception of services
provided through the Work First New Jersey/General Assistance Program,
which services are provided by the county pursuant to a resolution
dated September 8, 1998, adopted in accordance with N.J.S.A. 44:10-73.
B. The Office of Social Services shall administer the
duties assumed by a municipality pursuant to N.J.S.A. 44:1-157, regarding the burial of indigent residents.

A. Within the Department there shall be an Office on
Aging and the Physically Handicapped.
B. The powers and duties of the Office are to:
(1) Provide supportive services which enable senior citizens
and the physically handicapped to remain independent, keep their dignity
in their own environment and avoid institutionalization;
(2) Provide a comprehensive system of services for the
elderly and the physically handicapped;
(3) Provide programs designed to promote the awareness
of services available; to identify and utilize resources to benefit
the elderly and the physically handicapped and to help them to remain
actively involved in all phases of community life.
