§ 40-1 Creation.

A Length of Service Award Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997 (N.J.S.A. 40A:14-183 et seq.), to reward members of the Rockaway Neck First-Aid Squad, the Parsippany Volunteer Ambulance Squad and the Parsippany Rescue and Recovery Unit for their loyal, diligent, and devoted services to the residents of the Township of Parsippany-Troy Hills.

§ 40-2 Contributions.

The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member who meets the criteria set forth in Schedules A and B, attached hereto and made a part hereof.[1] The contributions shall be made in accordance with a plan that shall be established by the Township of Parsippany-Troy Hills pursuant to P.L. 1997, c. 388, and such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this chapter. The maximum annual contribution shall be $1,150 per eligible member. The maximum contribution amount may be increased from time to time without public hearing or public question, provided the increased contribution does not exceed a number calculated by multiplying the original contribution by the consumer price index factor as issued by the United States Department of Labor for the New York Metropolitan Area for all goods and services.

§ 40-3 Eligibility.

In order to be eligible to participate in the LOSAP, a volunteer must be considered to be a member in good standing (as defined in the bylaws of the ambulance squad or rescue and recovery squad as the case may be) for the majority of the calendar year.

§ 40-4 Costs.

The estimated cost of the program has been calculated at $126,500 per year for regular annual services. This cost is based on an estimated number of 110 members with a current maximum contribution of $1,150 per year.

§ 40-5 Credits.

Each active volunteer member shall be credited with points for volunteer services provided to the volunteer squads in accordance with Schedule A (Rockaway Neck First-Aid Squad and Parsippany Volunteer Ambulance Squad) and Schedule B (Parsippany Rescue and Recovery Unit) attached hereto and made a part hereof.[1]

§ 40-6 Schedule A, LOSAP Point System for Rockaway Neck First-Aid Squad and Parsippany Volunteer Ambulance Squad.

There are four levels of contribution to the program, which are based upon a total number of points accumulated by a volunteer each year as indicated below:

Training:
The maximum number of points will be given to all members who complete at least 16 hours of required continuing education per year. Those members who complete less than 16 hours will receive a prorated percentage of the 25-point maximum.
Drills:
The maximum number of points will be given to all members who attend 100% of the drills conducted each calendar year. Those members who complete less than 100% of all the drills will receive a prorated percentage of the 20-point maximum as follows:
    100% = 20 points
    90% = 15 points
    80% = 10 points
Members who attend at least 67% of the drills but less than 80% will receive 5 points. No points will be awarded to those who attend less than the required 67% of the drills.
Monthly 24-hour shifts:
All members are required to be on call for one 24-hour shift per month. Each shift carries a point value of 2. Additional points can be earned by covering an additional shift to help during a time of need.
Weekly shifts:
All members are required to be on call for one 12-hour shift per week. Each shift carries a point value of 1.
Meetings:
The maximum number of points will be given to all members who attend 100% of the meetings held each calendar year. Those members who attend less than 100% of the meetings will receive a prorated percentage of the 20-point maximum as follows:
    100% = 20 points
    90% = 15 points
    80% = 10 points
Members who attend at least 67% of the meetings but less than 80% will receive 5 points. No points will be awarded to those who attend less than the required 67% of the meetings.

Call attendance:
The maximum number of points will be given to all members who attend 18% of the calls responded to in each calendar year. Those members who attend less than 18% of the calls will receive a prorated percentage of the 50-point maximum as follows:
    18% = 50 points
    16% = 45 points
    14% = 40 points
    12% = 35 points
    10% = 30 points
    8% = 25 points
    6% = 20 points
    4% = 10 points
    2% = 5 points
No points will be awarded to those who do not attend a minimum of 2% of the calls.

§ 40-7 Schedule B, LOSAP Point System for Parsippany Rescue and Recovery Unit.

Training:
40 points will be awarded to members who maintain their required certifications (CPR, heavy rescue, first responder and bloodborne pathogens) during the course of the year. Members who serve as instructors for the unit or who are dive certified may earn an additional 10 points.
Call attendance:
The maximum number of points will be given to all members who attend 25% of the calls responded to in each calendar year. Those members who attend less than 25% of the calls will receive a prorated percentage of the 50-point maximum as follows:
    25% = 50 points
    20% = 45 points
    15% = 40 points
    10% = 35 points
    8% = 30 points
    6% = 20 points
    4% = 15 points
    2% = 10 points
No points will be awarded for those who do not attend a minimum of 2% of the calls.
Standbys:
During times of emergency, members of the Rescue and Recovery Unit are called to a standby alert status. Each time a member remains on standby status for more than one hour, 2 points shall be awarded up to a maximum of 30 points.
Drills/work details/meetings:
In each of these categories, the maximum number of points will be given to all members who attend 100% of the drills/work details/meetings conducted each calendar year. Those members who attend less than 100% of the drills/work details/meetings will receive a prorated percentage of the 20-point maximum available in each category as follows:
    100% = 20 points
    90% = 15 points
    80% = 10 points
All members who attend at least 67% of the drills/work details/meetings but less than 80% will receive 5 points. No points will be awarded for those who do not meet the 2/3 participation requirements for these categories.
