The purpose of this chapter is to protect the public health, safety,
morals and general welfare of persons under 18 years of age by restricting
the location and display of all obscene printed materials in such a manner
as to reduce the exposure of minors to such materials.

In accordance with N.J.S.A. 2C:34-3(1), "obscene material" means any
description, narrative account, display, depiction of a specified anatomical
area or specified sexual activity contained in, or consisting of, a picture
or other representation, publication, sound recording, live performance or
film, which by means of posing, composition, format or animated sensual details,
emits sensuality with sufficient impact to concentrate prurient interest on
the area of activity.
All obscene printed materials are to be displayed in a manner so as
to restrict the access and exposure of such magazines to persons under 18
years of age. If material is in an area available to the public, such material
shall be displayed at a height so that the bottom edge of all material is
at a level of not less than five feet above floor level.

This chapter shall be enforced by the Police Department of the Township
of Parsippany-Troy Hills.
