As used in this article, the following terms
shall have the meanings indicated:
PERSON
Any natural person, corporation, company, association or
organization of any kind.
No person, except for duly authorized Township
employees, representatives or agents, shall use any portion of public
lands, parks and recreation areas for motor vehicle traffic, operation
or parking, except streets, roadways and parking lots so designated
and established for those purposes.

A. Knoll West.
(1) Knoll West initial membership fee - Class A (C1, C2, C3, C4). Class
A membership playing privileges any time the course is available as
outings permit. Class A members will be permitted to schedule tee
times 12 days in advance. Corporations must specify the employee names
at the time of registration.

Parsippany Township charities: Parsippany-Troy Hills charities
and nonprofit 501(c)(3) organizations. Outings are offered on Mondays
and Tuesdays only. The fee is $65 per person (The outing price includes
greens fees, carts and $15 credit to be spent at pro shop). Tax will
be additional for taxable items. Food and beverage is extra.

These outing rates may be adjusted and set by the General Manager
and Director of Golf to secure any outings considering cancelling
to another location.
(g)
Nonrefundable deposit: For those scheduling outings, a nonrefundable
deposit of $500 to reserve the date must be paid.
(h)
Exception to nonrefundable deposit: In the event a previously
reserved outing is canceled by a nonprofit organization in enough
time for another outing to be scheduled for the previously reserved
date, thereby resulting in no loss of revenue to the Township, the
deposit may be refunded to such nonprofit 501(c)(3) organization.
(i)
Any agreements signed prior to adoption of this section will
be honored as contracted.

(4) Outing fees/deposits - weekends and weekdays when scheduling permits:
(a)
$57 per person (includes greens fees and carts). Cart charges
will be plus tax.
(b)
$42 per person (includes greens fees and carts) for charities
and nonprofit 501(c)(3).
C. Notes:
(1) For purposes of this fee schedule, an individual will be considered
a Township resident if their principal place of residence is located
in Parsippany-Troy Hills and/or they own real property and the individual
seeking the status of a Township resident for this fee schedule is
personally liable for real property taxes on same. A corporation shall
be considered to be a Township resident if the corporation owns or
leases property in Parsippany-Troy Hills for the purpose of conducting
a business. All applicants who seek resident status for purposes of
the Knoll West fee schedule shall produce, at the request of the Township,
such proof of residence as the Township may require.
(2) All Knoll West members pay member rates at the Knoll East.
(3) Must provide proof of residence.
(4) A senior is 62 years of age. Senior discount of $2 is on weekdays
only on Knoll West and East.
(5) Exemptions. The following individuals or groups are exempt from the
payment of Knoll Country Club utility fees:
(a)
The members of the two high school golf teams and their two
coaches (one per school) for practice on course and the opposing team
and coach for matches, provided that practices and matches are played
on weekdays.
(b)
The General Manager, Golf Superintendent, Golf Greens Superintendent
and Golf Pro are exempt from driving range fees.
(c)
The General Manager, Golf Superintendent, and Golf Pro(s) are
exempt from golf greens fees.
(6) All Township employees and active volunteer members of the six fire
districts, two volunteer ambulance squads, the rescue and recovery
squad and the Office of Emergency Management shall pay the member
rate for greens fees and golf cart rental at both the East and West
Courses.
(7) The General Manager and Director of Golf have the discretion to reduce
or increase daily greens fee rates and outing fees with approval of
the Business Administrator. Backup documentation required for auditors.
(8) Daily/weekend twilight times shall be as follows:

Opening day through March 31 after 1:30 p.m.
(b)
April 1 through October 31 after 3:30 p.m.
(c)
November 1 to closing after 1:00 p.m.
(9) All Knoll West members will be issued a range card once per year
upon membership payment:

Range ball card refills will be discounted by 20%.
(10)
Golf range is available for use to members and nonmembers. Golf
range fees:
(a)
Large bucket of balls: $15.
(b)
Medium bucket of balls: $11.
(c)
Small bucket of balls: $7.
(11) Memberships
for both the East and West Golf Courses will begin registration in
January of each year. Early bird sign-up will begin at this time.
A $50 late registration fee will be assessed to each membership submitted
with full payment after February 14 of each year.

A. The Parsippany-Troy Hills Community Center shall be open to Township
residents and resident groups, with appropriate proof of residency
required. The Director of the Department of Human Services shall maintain
a list of certain nonresidents individuals registered with the Department
as of January 1, 2022, who shall be eligible for membership upon payment
of an annual membership fee of $75 for a nonresident individual and
$150 for a nonresident couple.
B. The following hourly fees shall be charges and are hereby authorized
for use of facilities at the Parsippany-Troy Hills Community Center:

As used in this article and in any Parsippany-Troy
Hills Division of Parks and Forestry and Department of Recreational
Services rule or regulation, the following terms shall have the meanings
indicated:
BRIDLE PATH
Any path maintained for persons riding on horseback.
CROSSING
The extension of any sidewalk space across any intersection
drive, street, highway or bridle path, whether or not marked.
CURB
Any boundary of any street, road, avenue, boulevard, drive
or bridle path, whether or not marked by a curbstone.
DEPARTMENT
The Division of Parks and Forestry and/or the Department
of Recreational Services.
DRIVE
Any street, road, avenue or boulevard maintained by the Department
for vehicular use, including parts thereof under or over any bridge.
DRIVE INTERSECTION
Any area bounded by the side line, real or projected, of
one or more drives or streets which meet or cross other drives or
streets.
DRIVER
Any person who propels, operates or is in charge of a vehicle.
FOOTPATH
A walk or any path maintained for pedestrians.
NONRESIDENT GROUP
An entity comprised of more than 15 persons from an association,
firm or partnership, religious organization, corporation, company
or family residing in or having offices outside the Township.
OFF-ROAD VEHICLES
Powered vehicles designed for or capable of cross country
travel on or over land, water, sand, snow, ice, marsh, swampland,
or other terrain, including, but not to be limited to, four-wheel
drive vehicles, motorcycles, snowmobiles, amphibious and air cushion
vehicles; except those vehicles utilized for fire, emergency or law
enforcement purposes.
OMNIBUS
Any vehicle constructed for, or adapted to, the carrying
of more than 12 persons.
ONE-WAY DRIVE
Any drive whereon traffic is restricted to one direction.
OWNER
Any person, firm, association, partnership or corporation
owning, operating, or having the use of a vehicle, under a lease or
otherwise, for a period greater than 30 days.
PARKING PLACE
Any part of any drive or space designated as a place for
the standing or parking of vehicles.
PARKS
Parks, parkways, park areas, golf courses, ball fields, reservations,
recreation areas and all other properties situated in the Township
under the jurisdiction of the Department of Recreational Services.
PERMIT
A written license issued by or under the authority of the
Department permitting the performance of a specified act or acts.
PERSON
Any person, entity, corporation, company, association, firm
or partnership.
RESIDENT GROUP
An entity comprised of more than 15 persons from an association,
firm or partnership, religious organization, corporation, company
or family residing in or having offices located within the Township.
SAFETY ZONE
A space within a drive established for pedestrians.
SMOKING
The burning of, inhaling from, exhaling the smoke from, or
the possession of a lighted cigar, cigarette, pipe, or any other matter
or substance which contains tobacco or any other matter that can be
smoked, or the inhaling or exhaling of smoke or vapor from an electronic
smoking device.
SPECIAL EVENTS
Activities for which a special event permit has been issued.
VEHICLE
Powered conveyances, bicycles, tricycles, sleds, sleighs,
push carts, and horses.

A. Permits for certain uses required.
(1) Permits are required for the following uses:

Any other uses listed in the Department's rules
and regulations as requiring a permit.

(i) All picnic pavilions.

(2) No such utilization of the parks and recreational
facilities of the Township of Parsippany-Troy Hills shall be permitted
without a permit, which must be in the user’s possession at
the parks and recreation facility at the time of use. Any person desiring
such permit shall file a request with the Department stating the following:

(a)
The name and address of the applicant.
(b)
The name and address of the person, corporation
or organization sponsoring the activity, if any.
(c)
The name and address of a contact person or
group leader who will be present at all times during the activity
for which the permit is desired.
(d)
The type of activity proposed (e.g., fund-raiser,
club, political or charitable activity, etc.).
(e)
The days and hours for which the permit is desired.
(f)
The park or portion thereof for which the permit
is desired.
(g)
The approximate number of persons participating
in the activity.
(h)
For alcoholic beverage permits, the specifics
with respect to the use of alcoholic beverages, including amount,
type of container, plan for removal of refuse, and such other information
as shall be requested by the Department.
(i)
Any other information which the Department shall
find reasonably necessary to a determination as to whether a permit
should be issued hereunder.
(j)
An insurance waiver/release and insurance requirements form
shall be completed, and a certificate of insurance in compliance with
same shall be submitted for all parks and recreational facility uses.
B. Issuance of permit. The Department shall issue a permit
hereunder if it finds that:
(1) The proposed activity will not unreasonably interfere
with or detract from the general public enjoyment of the park or the
promotion of public health and welfare, safety and recreation. The
Township reserves the right not to schedule activities so that the
maintenance staff can complete work.

(2) The facilities sought to be used are available at
the day and time specified in the application and the activity will
not conflict with any other scheduled activities.
(3) Past activities of the applicant under previous permits
issued hereunder, if any, have been conducted in accordance with all
applicable ordinances, regulations and the conditions of such permit(s).
C. Appeal of permit denial. Within five days after receipt of a permit application, the Department shall apprise an applicant in writing of the reasons for refusing a permit, and the applicant shall have the right to appeal the denial to the Parsippany-Troy Hills Township Council by serving written notice thereof on the Township Clerk within five days of the date of said denial. The applicant may include in such notice a request for a hearing, which shall be scheduled as soon thereafter as possible. The Township Council shall consider the application under the standards in Subsection
B hereof and sustain or overrule the Department's decision. If no hearing has been requested, such decision shall be rendered on the papers within 10 days. The decision of the Township Council shall be final.
D. Cancellation and changes to reservations. Permit holders
must provide two weeks' notice for cancellation or changes to reservations.
Any such cancellation or change to reservations shall be subject to
a $10 fee.

E. Violation of permit. Strict compliance with permits
is required. Any violation of any terms and/or conditions thereof
shall constitute grounds for revocation of the permit by the Department.
In case of the revocation of any permit, permit fees shall be retained
by the Department. The permit forfeiture shall not in any manner relieve
such person from liability for the violation of the items listed under
disclaimers on the permit or for civil damages. Any violation of the
permit is grounds for denying any future permits.

permit fee unless at least 80% of the group or team consists of residents
of the Township, as evidenced by the submittal of a team roster along
with proof of address. Acceptable means of proof of address shall
be determined by the Superintendent of Recreation or his or her designee.

The following organizations: Parsippany Board of Education,
Par-Troy Little League East, Par-Troy Little League West, Parsippany
Soccer Club, Little Vikings Football, Parsippany Police Athletic League,
and Parsippany Lacrosse Club are exempt from the facility use permit
fee for youth-related use, provided that:

G. Refund of fees.

(1) No refunds of recreation fees paid for pursuant to Subsection
F shall be given except in the following instances:

A request was made with at least two weeks’ notice, subject to the cancellation and changes to reservations fees under Subsection
D. Permit fees shall be non-refundable with less than two weeks’ notice of cancellation.

(b) Illness or injury, documented by a physician, which prevents participation
in the program.
(c) If the fields are closed by the Division of Parks and Forestry or
Department of Recreational Services due to hazardous playing conditions.

(d) In the event weather conditions are severe enough to prevent safe
use of picnic areas, as deemed by the Division of Parks and Forestry
or Department of Recreational Services.

NOTE: All stage rentals require two Division of Parks and Forestry or Recreation Department employees for minimum of two hours to deliver and set up the stage and two hours to break down and return the stage. The hourly rate for said employees shall be the hourly fee for special services established at § 290-16. Any additional and miscellaneous fees will be determined upon review of the stage rental request.

No person shall throw, cast, lay, drop or discharge
into, or leave in the waters of the parks or any tributary river,
brook, stream, storm sewer or drain flowing into said waters, any
substance, matter or thing, liquid or solid, or polluting matter.
All applicable Township ordinances, state laws,
and Department rules and regulations shall be considered as part of
this article. No part of this article shall imply a relaxing of other
ordinances. Any person using the parks shall thereby accept the provisions
of all applicable Township ordinances, state laws and Department rules
and regulations.

A. All parks shall be officially closed between the hours of 30 minutes
after sundown and 30 minutes before sunrise other than for permitted
activities.
B. Notwithstanding anything herein to the contrary, the Township may
close a park, or portion thereof, to the public when the Recreation
Programs are in session, or when deemed necessary in the sole discretion
of the Business Administrator, for other Township programs. In such
cases signs will be posted indicated that the park, or portion thereof,
is closed.

The hourly fee for special services provided by Division of
Parks and Forestry or Department of Recreational Services employees,
outside of regular working hours, shall be $77 per hour, per employee.
A minimum of two employees and a minimum of four hours, shall be charged.
Additional time will be calculated in four-hour blocks, with a minimum
of two employees.

There shall be a fee of $175 charged for recreation equipment
that is unreturned in the time frame specified by the equipment contract.

A. Smoking is prohibited in all Township parks including athletic fields,
sports courts and play areas, including the Parsippany Police Athletic
League Youth Center located at 33 Baldwin Road, Parsippany-Troy Hills
NJ 07054, and except municipal golf courses, and is only permitted
in adjacent parking areas located outside of a public park or athletic
field in accordance with the provisions of the New Jersey Smoke-Free
Air Act, N.J.S.A. 26:3D-56 et seq.
B. This section shall be enforced by the Police Department of the Township
of Parsippany-Troy Hills, and any person may initiate enforcement
by registering a complaint with the Police Department.
C. Any person violating any provisions of this section shall, upon conviction
thereof, be subject to the penalties set forth in N.J.S.A. 26:3D-62(8)(a)
and (f).

A. No person, business, organization, merchant, or vendor, shall erect
any tent, table, display, advertisement, booth, or concession during
any Township-sponsored event or festival in any Township right-of-way
or upon any Township street, sidewalk, or property without first making
application to the Township Recreation Department.
B. Applications to erect any tent, table, display, advertisement, booth,
or concession during any Township-sponsored event or festival in any
Township right-of-way or upon any Township street, sidewalk, or property
shall be made to the Township Recreation Department on forms furnished
by that Department and designated for such purpose, and submitted
together with all required fees and documentation no later than the
date specified by that Department.
C. Fees for special events will vary depending on the event. Event fees
will be published on the application materials for each event.

D. Any special charges will be determined in advance based on the event
type and, if applicable, will appear on the application form.
E. Applicants are responsible for contacting the appropriate Township
departments to obtain all necessary inspections and permits, which
must be obtained prior to the event. Nothing herein shall relieve
any applicant of the requirements of any other statute, regulation,
ordinance, code, or rule.
F. All applications shall include completed insurance waiver/release
and insurance requirements forms, and all applicants shall furnish
a certificate of insurance as the Township may require.
G. Each application made pursuant to this section shall be reviewed
by the Recreation Department which, upon determining that the application
is complete and all requisite fees and documentation have been submitted,
shall approve the application. The decision of the Recreation Department
regarding the approval or disapproval of any application pursuant
to this section shall be final.
H. There will be no refunds of any fees for Township-sponsored events
and festivals described herein unless the Township cancels the event.
