In all public places where public dances are held, the owner or proprietor, individual or corporation sponsoring the same shall provide and maintain adequate security on duty during the entire period of such dance.

Any person or persons, corporation or association violating any of the provisions of this chapter shall be liable for and forfeit and pay a penalty of not less than $100 for each violation of this chapter or any part thereof.
