Fire hydrants, fire wells and standpipes shall
be opened only by members of the Fire Department or properly authorized
persons in the discharge of their duties.

Any person, corporation or association violating
any of the provisions of this article shall, upon conviction thereof,
be punishable by a fine of not less than $50 nor more than $1,000
or a term of imprisonment not exceeding one year, or both.
