Regulations providing for the collection of refuse shall be established
by the Village Manager and become effective upon approval by resolution of
the Board of Trustees without the necessity of a public hearing.
It shall be unlawful for any person to place any refuse of any kind
whatsoever in any public right-of-way except as provided in the established
regulations.
