Based on the report of the Township's Sewer
Engineers, dated November 19, 2002, the Board of Supervisors finds
that the current aging Eden Road sanitary sewer pump station presently
serving a section of the northwestern portion of the Township is past
its useful life and needs completely replaced. The Board further finds
that the most feasible means of addressing the problem is to replace
the existing pump station with a new gravity sanitary sewer line,
which will connect to the Township's Codorus Creek Interceptor and
having sufficient capacity to service existing sewage flows and the
projected future flow from property which is now unimproved. As the
existing facilities are adequate for the present flows, it would be
inequitable to impose the entire cost of the new sanitary sewer line
upon either the present users within the affected area or upon all
users of the Township's sewer system generally. It is, therefore,
deemed to be in the public interest that landowners with unimproved
lots in the subject area pay a reasonable charge to be applied to
the necessary costs of constructing the new sanitary sewer line when
making application for a building permit to improve any lot.
